- 120mm M931 Full Range Practice (FRP) and M933A1 and M934A1 High Explosive (HE) Mortar Cartridges Market Survey The Army Contracting Command (ACC), New Jersey, Picatinny Arsenal, NJ 07806-5000, in support of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) is conducting a market survey to identify qualified sources who are capable of Load, Assemble and Pack (LAP) and delivery of the 120mm M931 Full Range Practice (FRP) Cartridge and the M933A1 and M934A1 High Explosive (HE) Mortar Cartridges. The M933A1 and M934A1 cartridges are fuzed high explosive rounds developed for use in the M120 (towed version), M121 (carrier-mounted version) Battalion Mortar Systems, and the Stryker Brigade Combat Team Mortar Carrier. They are intended for use against personnel and materiel targets, providing for fragmentation and blast effects. The M931 Full Range Practice Cartridge is a 120mm low cost indirect fire mortar training cartridge, developed to provide realistic training at reduced cost. Components provided as Government Furnished Equipment (GFM) to the LAP contractor are: M31 Fin Assemblies, Shell Bodies, M1020 Ignition Cartridges, Fuze Adapters, M751/M783/M734A1 Fuzes and Composition B Explosive. The U.S. Government anticipates soliciting for offerors located within the National Technology and Industrial Base (NTIB) for single award of a Firm Fixed Price (FFP) contract, composed of a base contract and four options. The estimated quantity to be purchased over the five (5) year period for the M931 is approximately 630,850 and for the M933A1/M934A1 combined is approximately 196,000. The US Government Technical Data Package for these items is marked quote mark Distribution Statement D quote mark and will be provided to industry at the time a synopsis is issued. Interested contractors who feel that they have the necessary capabilities should respond by providing the following information in the timeframe established below: 1) Description of Facilities, Personnel, Manufacturing Capabilities and how they directly relate to the 120mm M931 Full Range Practice (FRP) and M933A1/M934A1 High Explosive (HE) Mortar Cartridges (2) Estimated minimum and maximum monthly production capacities, and the minimum procurement quantity required for production; and 3) Respondents shall state if they are currently manufacturing this item or have made this item or similar items in the past. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the US Government. All information submitted will be held in a confidential status. Interested firms should provide, at no cost to the government, a summary of their firm's capabilities to Jaclyn Nicosia, jaclyn.m.nicosia.civ@mail.mil within 25 calendar days of this publication by electronic mail. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. All information is to be submitted at no cost or obligation to the Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
