Amendment 0001 is issued April 24, 2013. See attachment. Updates and or amendments will only be issued at http://faaco.faa.gov/. Purpose: The purpose of the SIR is to seek competent and suitable sources for the subject project. Responses to the SIR will be used to screen qualified companies. Screening information allows the Federal Aviation Administration (FAA) to determine which offers are more likely to receive award, and ultimately, which offers will provide the FAA with the best value. The FAA has appointed a Source Evaluation Team (SET) who will evaluate each response received and make a selection of qualified offerors based on the evaluation criteria established in this SIR. The SIR evaluation process may involve face-to-face negotiations with one or more offerors. All offerors that are eliminated from the competition will be notified in writing. Written responses to this SIR are due by close of business (12:00 p.m. Pacific Daylight Time) on May 01, 2013. Project Scope: The following is the summary of work: 1.1. Relocate Rwy 17 PAPI “ Remove and salvage existing Lamp Housing Assemblies (LHAs) and associated hardware; remove and dispose of existing LHA foundations; remove and dispose of all existing wiring and conduits between the existing Power and Control Station (P/C Sta) and the existing LHA foundations; protect existing P/C Sta in place; construct LHA foundations and access road at the new PAPI location; install wiring and conduits between P/C Sta and new PAPI location; and install Earth Electrode System (EES) around new PAPI location. 1.2. Replace Rwy 35 VASI with PAPI “ Remove and dispose of existing VASI light units and associated hardware; remove and dispose of existing VASI light unit foundations; remove and dispose of all existing wiring and conduits in the immediate vicinity of the VASI light units; construct P/C Sta; construct LHA foundations and access road; install wiring and conduits between meter pedestal, P/C Sta, and PAPI location; and install Earth Electrode System (EES) around P/C Sta and PAPI location. 1.3. Reconfigure Rwy 17 MALSR Threshold “ Remove and salvage existing MALSR threshold lampholders, lamps, and green filters; remove and dispose of all existing wiring and conduits from the handhole (nearest the threshold bar) to and within the threshold bar; protect existing wiring and conduits, from handhole (nearest the threshold bar) to the rest of the MALSR system, in place; remove and dispose of existing MALSR threshold bar foundation (including light base cans); construct new MALSR threshold bar foundation (including light base cans); install wiring and conduits from the handhole (nearest the threshold bar) to and within the threshold bar; and splice new wiring for the threshold bar to existing wiring in the handhole (nearest the threshold bar). The NAICS Code for this project is 237130. The Small Business Administration Size Standard for NAICS Code is $33.5 million. The magnitude of construction is $200,000 - $300,000. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
