Description
REQUEST FOR INFORMATION NASA Space Technology Mission Directorate Support to the Small Business Innovative Research/Small Business Technology Transfer (SBIR/STTR) Program Introduction This notice is issued by the NASA Headquarters Space Technology Mission Directorate (STMD) as a Request for Information (RFI) regarding support services to be provided to the SBIR/STTR program. The purpose of this RFI is to post information and solicit responses from interested parties. This is not a request for proposal, quotation, or invitation for bid notice and is intended for information gathering and planning purposes only. NASA does not intend to award a contract on the basis of this RFI. However, NASA may consider issuing a formal solicitation at a later date. Respondents are advised that NASA is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. NASA may contact respondents to this RFI if clarifications or additional information is required. Responses to this RFI do not bind NASA to any further actions related to this topic. This RFI is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not receive feedback on the information obtained through this RFI process. Description and Objectives NASAs Space Technology Mission Directorate (STMD) pioneers new technology development, demonstration, and infusion for space applications by fostering a strong collaborative environment with NASAs other Mission Directorates as well as a broad range of organizations including other government agencies, academia, and the private sector. STMD uses novel approaches to facilitate technology transfer, ensuring technologies are infused into NASA missions as well as other commercial applications, to promote the creation of new markets, and to advance new products and services. NASAs Small Business Innovative Research/Small Business Technology Transfer (SBIR/STTR) program is one of nine programs within STMD. The broad goals of the SBIR/STTR program are to: Stimulate technological innovation; Strengthen use of small businesses to meet federal research and development needs; Encourage participation in innovation and entrepreneurship by socially and economically disadvantaged persons and women-owned small businesses; Foster technology transfer through cooperative R&D between small businesses and research institutions; and, Increase private-sector commercialization of innovations derived from Federal research and development funding. More information on the NASA SBIR/STTR program can be found at: http://sbir.nasa.gov The SBIR/STTR programs primary objective for this RFI is to gain valuable insight into industry capabilities and rough order of magnitude costs to provide support services in the areas of increasing commercialization potential and improving outreach to small, high technology companies and research institutes (with particular interest in minority or disadvantaged small businesses). The information gathered from responses to this RFI may be utilized to prepare later solicitations that meet future NASA needs for the SBIR/STTR program in these two areas. 1. Commercialization Support Services: The overall objective is to provide support service capabilities that improve the capacity of NASA SBIR/STTR award winners to be commercially successful beyond their involvement in the SBIR/STTR program. The first element of support services for improved commercialization is consulting services that could be made available to approximately 250 SBIR/STTR Phase 1 award winners annually, and would continue for approximately one-third of these Phase 1 participants that proceed to Phase 2. SBIR/STTR award winners would only be eligible if they have an active award with NASA.The contract would present NASA Phase 1 and 2 awardees with a set of targeted tools, resources, and expertise that is tailored to their respective needs. The services would be offered to each company that has at least one Phase 1 or 2 SBIR/STTR award. How these services are provided, and at what cost, represents part of what NASA hopes to learn through this RFI. Under provisions provided by the recent reauthorization of the SBIR/STTR Program, the NASA SBIR/STTR program is allowed to provide up to $5000 to each small business that receives an award for use in acquiring these services.However, such services may be available at significantly lower cost therefore this RFI seeks to understand not just the kinds of services that could be made available, but also different methods of partnership between NASA, SBIR/STTR winners, and commercialization service providers that result in a range of potential costs for these services. The objective would be to facilitate an awareness of, access to, or directly provide, services, information, or tools that can expand the capacity of NASA SBIR/STTR award winners to be commercially successful beyond NASA contracting and the SBIR/STTR program. These services can include, but may not be limited to: Education, training, and insight into sources of funding for commercialization, such as venture capital firms, crowd-funding tools, and other examples, including other government funding opportunities. Education and training for SBIR/STTR contractors in areas of business planning, marketing, and strategy to assist them in bringing NASA-developed technologies to the non-NASA or non-government marketplace. Awareness of and access to experts who can provide advice, guidance, insight, or review of technical hurdles experienced by a NASA SBIR/STTR award winner that may be outside the scope of NASAs requirements, but can help the company advance, improve or reduce the costs of their technology or processes, thus potentially improve their opportunities for success in the non-NASA market. Awareness of and access to any organization with appropriate expertise that can provide education and training for SBIR/STTR contractors in areas of government accounting standards, export controls and ITAR regulations, and intellectual property rights and patent law. Provide support in assisting SBIR firms with the completion of NASAs Commercial Metric Survey in the web based NASA SBIR/STTR Electronic Handbook (EHB). The second element of support services for improved commercialization is analytical services to the SBIR/STTR program at NASA to improve NASAs understanding of the business climate of small business concerns working with NASA, such that NASA activities can support an increase in the incidences of post-SBIR/STTR success for Phase 1 and Phase 2 award winners.NASA is seeking feedback on the likely cost of providing services to the SBIR/STTR program, which can include, but may not be limited to: Analysis of future non-NASA markets for those technologies developed by NASA through SBIR/STTR and other programs. Post award analyses that will help NASA gauge progress of current and prior SBIR/STTR awards with regard to small business technology commercialization into Phase III. This effort shall include SBIR/STTR firms whose contracts were completed in calendar years 2007 to 2012. Such analysis will include the use of application-focused surveys of available technology from these SBIR/STTR firms (and other sources) that can help NASA projects in the awareness and potential adoption or infusion of those technologies. This survey will also assist NASA in determining its effectiveness in helping small businesses become commercially viable. Development of a methodology for analysis of outcomes culminating from the data collected in the Commercial Metric Survey and produce a Commercial Metrics Report. 2.Outreach Support Services: NASA is seeking information about methods of improved outreach, to increase the number of small businesses participating in the SBIR/STTR program. In particular, NASA is interested in targeting outreach to under-represented communities that could benefit from participation in the program, and, methods of outreach to different small business communities and non-profit, state, local, regional, or national organizations that support minority and disadvantaged owned small businesses. Instructions to Responders Interested responders are invited to provide an overview of industry capabilities for either providing Commercialization Support Services or providing Outreach Support Services or for providing both support services to the NASA SBIR/STTR program. Responses to this RFI must include the name and address of the firm, the firms business size and socio-economic status, number of years in business, affiliate information, potential teaming partners, and a primary point of contact (name, position, address, and phone number). This information shall be included in the overall page count. Submissions to this RFI shall be a total of seven (7) pages or less, electronically submitted in portable document format (.pdf) to the NASA Primary Contracting Point of Contact listed below. This announcement contains all information required to submit a response. No additional forms, kits, or other materials are needed. NASA appreciates responses from all capable and qualified sources including, but not limited to, NASA Centers, universities, university affiliated research centers, federally-funded research and development centers, private or public companies, not-for-profit organizations, and government research laboratories. Oral communications are not acceptable in response to this notice. No classified or proprietary information shall be included in this RFI response. When providing a response to this RFI, please keep in mind that NASA has not made a final decision on requirements, small business opportunities, or type of contract for any future solicited effort based on the responses from this RFI.
