Description

This is a Sources Sought Synopsis. There is no solicitation available at this time. VA Central Iowa intends to solicit this requirement pursuant to the Veterans' First Public Law 109-461 as a 100% Service Disabled Veteran Owned Small Business Set-Aside. The SDVOSB contractor is required to perform a minimum of 15% of the construction work on the project. This does not include paperwork, submittals, etc. The US Department of Veterans Affairs, Veterans Healthcare Administration, Des Moines VA Central Iowa, is conducting market research to determine the existence of companies. The Contractor shall provide all labor, materials, equipment, supplies and supervision necessary to construct a new Boiler Plant. Work to be performed includes the following: It is required to replace the boiler plant, thus complying with VA Directives and eliminating the concerns of an outdated system failure. Contractor shall completely prepare site for building operation, including demolition and removal, furnish labor, materials, and perform work to construct a new Boiler Plant and limited demolition of the Existing Boiler Plant, building #11 at the VA Central Iowa Health Center. This project has been phased to allow for continual performance of the contractor. There are two (2) consecutive phases. Design and construction will meet the VA Construction Facility Management national specifications. This acquisition will use detailed design specifications and drawings as designed by a contracted architect and the contractor shall build the project according to detailed design specifications, drawings, monitored by a qualified Contracting Officer's Representative (COR), 3rd party Commissioning agent and architect oversight. The Government's estimated construction time for this project will be 575 days after signed Notice to Proceed (NTP). This is based on the most current information available to date. Updated information will be posted electronically on the Federal Business Opportunities (FBO) as it shall become available. The North American Industry Classification System (NAICS) Code is 238220, and the small business size standard is $14.0M. Per VAAR 836.204, Magnitude of Construction is expected to be between $5,000,000 - $10,000,000. Bidders must be listed in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov and System for Award Management (SAM). The Government anticipates award of a firm fixed price contract. Any interested and qualified sources are requested to provide a brief capabilities statement and letter of interest to Benjamin Smith via email to Benjamin.Smith8@va.gov AND Michael Casper Michael.casper@va.gov. As part of your capability statement, please include any current or past contracts you have been awarded or the ability to obtain sufficient proof of capability for this type of contract. Any information provided is strictly voluntary. The Government will not pay for information submitted in responses to this Sources Sought.
