- Hydrometeorlogical Modeling Contract SOW This announcement constitutes a Small Business Sources Sought/Market Research announcement. The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) has a requirement for the acquisition of hydrolometeorlogical modeling services to assist in the implementation of NOAA's mission and goals. The NWS hydrology program implements NOAA's goals through: 1.Developing new products and information 2.Advancing science and technology 3.Expanding delivery and accessibility 4.Performing outreach, training and service evaluation The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The Government is seeking the types of sources listed in FAR Part 19: 8(a) Program, HUBZone Program, Service-Disabled Veteran-Owned Small Business, Women-Owned Small Business Program, with the capabilities to perform this requirement. The description of the program and potential requirement is attached to this announcement. The information requested hereunder is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued or contract awarded. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of information. Responses to the notice will not be returned. The Government will not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with Government regulations. The applicable NAICS code is 541690. The Size Standard (average annual receipts) amount is $14 million. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Please submit your firm's statement of capabilities, not to exceed ten (10) pages, clearly detailing your ability to perform the aspects of the notice described above. The capability statement should be tailored to the "Project Requirements", be as concise as possible and include information regarding respondents': (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. Each response should also include the following business information: a. DUNS number & CAGE code b. Organization Name c. Company Address d. Point of Contact (including name, title, addresses, telephone number, fax number and Email address) e. Business size f. Socio-economic status g. Teaming Agreements (if necessary) Standard product brochures will not be considered a sufficient response to this sources sought synopsis.
