Description
The Department of Defense Dependents Schools-Europe (DoDDS-E) Procurement Office intends to issue an Invitation For Bid (IFB) HE1280-13-B-0002 non-personal Firm Fixed Price, Requirements type contract, to provide student leased transportation services in support of the Mediterranean District, Ankara Turkey. The solicitation is unrestricted under the North American Industry Classification Code (NAICS) 532112. All Bidders must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to submitting a bid. The resulting contract will be issued for a Base Year and Four (4) Option Year Periods. Bidders are responsible to monitor and download the solicitation and any amendments from FedBizOpps. Telephone, e-mail, and fax requests for the solicitation or subsequent changes will not be accepted. Due on an established economic agreement between the United States Government and the Government of Turkey, DoDDS-E intends to award this solicitation to a business concern within the country of Turkey as required by the Defense and Economic Cooperation Agreement, Supplementary Agreement 3, Article VI. It is the Government's intention to publicize the solicitation on FedBizOps on/about 10 May 2013. The Contractor shall provide buses/minibuses and adjunct safety equipment (i.e., Host Nation-approved first aid kits, fire extinguishers, etc., for the transportation of students and other authorized individuals to and from their designated schools and alternate sites for classes and authorized school activities, to include after-school activity runs. All vehicles and replacements furnished under this contract shall have current vehicle insurance and inspection stickers and be in good, safe, and serviceable operating condition in accordance with the vehicle manufacturer's manual, and be suitable for driving in Ankara and the surrounding area. A pre-bid conference will be scheduled. The specific date, time and location are to be determined. Details for making arrangements to attend the conference will be contained in the forthcoming Solicitation IFB document HE1280-13-B-0002. The purpose of the pre-bid conference is to provide clarification regarding the bidding process as outlined in the Solicitation. The Government will not conduct individual (one-on-one) discussions with bidders during the pre-bid conference. Instead, all bidders will address their questions and concerns in the public venue and all Government responses will be addressed to all bidders and posted to FedBizOpps following the conference. The one exception to this rule is regarding any questions containing propriety information that a bidder does not wish to make known to the public.
