- NOTICE OT INTENT TO AWARD - The Department of Veterans Affairs (VA), Consolidated Patient Account Center (CPAC), Program Management Office (PMO) intends to negotiate and award a sole source Firm-Fixed Price contract for Blackboard support in accordance with the format in FAR Subpart 15.2. The contract will be awarded to Blackboard, Inc., 650 Massachusetts Avenue NW, Washington, DC 20001. All of the seven (7) CPAC sites currently use the Blackboard Managed Hosting services to support CPAC PMO virtual learning and training requirements. Contract shall include the line items/CLINs listed below as well as Blackboard Technical Support services. The NAICS Code us 511210, Software Publishers. This is not a request for competitive proposals and no solicitation is available. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide timely and effective services within three (3) days of this publication. A determination by the government not to compete this action based on responses received is solely within the discretion of the government. Line items are as follows: SIN 132-32 CLIN 0001 Blackboard Learn Course Delivery (up to 2,000 users) SIN 132-32 CLIN 0002 Blackboard Community Engagement (Up to 2,000 users) SIN 132-32 CLIN 0003 Blackboard Managed Hosting (Up to 500 users) Authority: 10 USC 2304(c)(1) as implemented by FAR 6.302-1, Justification: Supplies (or services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements.
