Description
DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Europe District intends to issue a Request for Proposal (RFP) W912GB-13-R-0022 for three Firm Fixed Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) Multiple-Award Task Order Contracts (MATOC) covering the following three separate US Army Garrisons covered under this solicitation: USAG Grafenwoehr, USAG Hohenfels, and USAG Stuttgart. The IDIQ MATOCs shall provide services related to Erosion Prevention, Dust Control, and Natural Resource Protection. Offerors may submit proposals for one, two, or all Garrisons listed. Offerors will indicate the geographical location, USAG Grafenwoehr, USAG Hohenfels, and/or USAG Stuttgart, for each proposal they wish to be considered. Note the Government reserves the right to utilize the resultant contract (s) for similar projects located in other parts of Germany at the discretion of the Contracting Officer. TYPE OF CONTRACT: This RFP will be for three Firm Fixed Priced (FFP), Indefinite-Delivery/ Indefinite-Quantity (IDIQ), Multiple Award Task Order Contracts (MATOCs). The purpose of these MATOCs is to provide support for reducing/preventing erosion and controlling dust and the protection of natural resources at the following US Garrisons (USAGs): USAG Grafenwoehr, USAG Hohenfels, and USAG Stuttgart. Example work to be performed under this contract would include: • Correcting or improving areas where erosion has occurred or where there is danger that this could occur in the future. • Repairing or constructing check dams. • Installation of simple wooden structures to restrict the flow of water. • Cleaning of watercourses, including removal of sediment, debris, small trees, etc. to assure the unimpeded flow of water. • Repair and replacement of pipelines to direct water in a manner that will reduce erosive forces. • Performing aerial seeding using a helicopter. • Constructing trafficable crossings to provide accessible crossings of low areas. • Performing dust control using chemicals. • Constructing maneuver roads to control the movement of traffic through erosion prone areas. • Disposal of soil or debris associated with an erosion control project. • Writing documents (reports) in technical English and German that present results of construction of maintenance activities. • Using a global positioning system (GPS) with sub-meter accuracy, conduct mapping of the occurrence of invasive species. Providing geographical representations of invasive species control efforts that may be tracked over time as part of an overall invasive species monitoring program. • Providing access to and from cellar locations to maintain bat roost habitat. ("Bruchsteine") and fixing/renewing failing or missing joints. • Improving access to bat roosts for bats by cleaning existing trenches using equipment or cleaning by hand. • Installing bird and bat nesting boxes. • Maintenance of historic orchards to maintain specific varieties of fruit trees. • Collection of scions from historic fruit trees to maintain certain historic fruit tree varieties. • Documentation of management actions taken using a GPS and providing digital maps and a report of all work completed along with recommendations of work to be completed in the future as a result of the present management actions (employing adaptive management). TYPE OF SET-ASIDE: This acquisition will be an unrestricted action under full and open competitive conditions. NAICS: The North American Industrial Classification System Code (NAICS) for this effort is 562910 - Environmental Remediation Services. SELECTION PROCESS: The Government intends to utilize a source selection process to evaluate contractors for award. All Contractors who request consideration shall submit a proposal as detailed below and further described in Solicitation W912GB-13-R-0022. Offerors will compete to determine which Offeror(s) will be awarded an ID/IQ MATOC contract and included in the competitive MATOC pool. The Government may elect to include a seed project with the initial contract award. If a Seed project schedule is utilized, only one (1) Offeror awarded an ID/IQ MATOC contract will be eligible for award of the seed project. The price proposal may include two bid schedules reflecting a base schedule, and Seed project schedule. The Government is not obligated to award an ID/IQ MATOC contract to all Offerors competing nor award an associated seed project. The Government reserves the right to reject any and/all offers. CONTRACT MAGNITUDE: The term of the resultant contract(s) will be limited to a one (1) year (12 months) base period, and four (4) twelve month option periods.. The guaranteed minimum is estimated at $5,000 with the total contract capacity estimated at $25.5 million over five years. A best value determination will be made for multiple award contract(s) composed of a base year and four (4) option years with a total contract value of $8,500,000.00 for each US Garrison: USAG Grafenwoehr, USAG Hohenfels, and USAG Stuttgart. The Government shall not exceed a contract capacity of $8,500,000.00 per contract. The total capacity for each Garrison of US $8,500,000.00, shall be evenly divided between each successful awardee(s) for that particular Garrison. There will be no more than 3 contract awards per each US Garrison. Approximately $1.7 million shall be utilized each year of the contract. Specific magnitudes will be identified per task order in accordance with FAR 36.204. SITE VISIT/PRE-PROPOSAL CONFERENCE: Currently a Site visit and Pre-proposal Conference is NOT scheduled; however, the Government may schedule one at any or all locations, of which the date and time will be published in the posted solicitation. SOLICITATION WEBSITES: All prospective contractors and their subcontractors and suppliers must be registered in Federal Business Opportunities Website (FedBizOpps) https://www.fbo.gov before they will be allowed to download solicitation information. Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this contract. Solicitation documents, plans and specifications will only be available via FedBizOpps. Registration for plans and specifications should be made via FedBizOpps Internet Homepage. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The Government anticipates releasing the solicitation on or about 13 May 2013 and awarding the contract on or about 13 August 2013. CANCELLATION: The Government reserves the right to cancel this solicitation at any time if determined in its best interest to do so with no obligation to the Offeror.
