PROJNET, for bidder inquiries. SOLICITATION: FORT PIERCE 2013 REMOVAL ACTION, BIORKA ISLAND, ALASKA THIS IS THE SOLICITATION NOTICE ONLY FOR: Fort Pierce 2013 Removal Action, SITKA, ALASKA. OFFER OR PROPOSALS WILL BE ACCEPTED FOR THIS NOTICE. The District of the U.S. Army Corps of Engineers, Alaska is expecting to release a solicitation for 2013 Fort Pierce 2013 Removal Action Sitka, Alaska. INSTRUCTIONS TO OFFERORS 1. ROUGH ORDER OF MAGNITUDE of SERVICE The magnitude of this project is between $1,000,000 and $1,500,000 2. SOLICITATION The solicitation in electronic format only will be available for download at www.fbo.gov Reference synopsis for download instructions. 3. BONDS NOT REQUIRED 4. Bid Guarantee NOT 5. EQUIPMENT OWNERSHIP AND OPERATION EXPENSE SCHEDULE Whenever a contract or modification of contract price is negotiated, the contractor's cost proposal for equipment ownership and operating expenses shall be determined in accordance with the requirements of EFARS 52.231-5000 EQUIPMENT OWNERSHIP AND OPERATING EXPENSE SCHEDULE (MAR 1995), contained in Section 00700 Contract Clauses. A copy of EP 1110-1-8 "Construction Equipment Ownership and Operating Expense Schedule, Region IX" is available for review at the US Army Engineers District, Alaska, Bldg. 2204 Third St, Room 50, JBER, Alaska and at http://www.usace.army.mil/inet/usace-docs/eng-pamphlets/ 6. PRE-BID MEETING/SITE VISIT Please reference 52.236-27 - Site Visit (Construction) (Feb 1995) for site visit information. 8. Access to JBER All vehicle operators are required to wear seatbelts. Vehicle operators caught not wearing seatbelts will lose their driving privileges for 10 days on their first offense, 30 days on the second offense, and 6 months or longer on the third offense. In addition cell phone use while operating a vehicle is prohibited on JBER. Please note that base entry procedures have changed. Offerors are now required to be physically sponsored on JBER by Contracting Division personnel. If a firm does not have a current pass to obtain entry to JBER, the firm may request a day pass using the following procedures: Forty-eight hours (48) prior to delivery of bid, the firm must contact Michael Suprenant at the above contact information and request a day pass. The firm must provide: a) the solicitation number; b) the names of all persons in the vehicle; c) the name of their employer(s); and a contact phone number. State that it is a request for a day pass. After receipt of your day pass request, personnel from the Contracting Division will contact you and arrange a time to meet at the Visitors Center, Boniface Gate the morning of the bid opening date. To obtain a base pass, you will need to provide the following information: a) valid driver's license; b) proof of current insurance; c) proof of current IM certificate; d) current vehicle registration. Failure to follow the above procedure will prevent your access to JBER. Offerors are reminded that as an alternative to physically attending the bid opening they can fax their bid and call in to the Bid Opening Conference Call as indicated below. 9. FACSIMILE BIDS In accordance with FAR 52.214-31 FACSIMILE BIDS (DEC 1989), Facsimile and email bids and/or modifications will be accepted. 10. PICK-UP SERVICE FOR TELEGRAPHIC AMENDMENTS The US Army Engineers District, Alaska, does not provide pick-up service for telegraphic amendments. 11. EXCLUSION OF DEBARRED AND SUSPENDED CONTRACTORS By entering into this contract, the Contractor certifies that neither it, nor any person or firm who has an interest in the Contractor's firm, is a person, or firm ineligible to be awarded Government contracts by virtue of being suspended or debarred in accordance with FAR subpart 9.4 (AL85-30).
