- LSJ 055-13 Please note that this is a re-posting of LSJ 055-13, which was originally posted to FBO on 02/28/2013 and has since become inaccessible in the FBO archives. ---------------------------------------- DHS has identified the use of Homeland Security Presidential Directive (HSPD) - 12 Personal Identity Verification (PIV) Cards, or smart cards, as the solution for securing the Department's information technology systems, networks, data, and applications. This requirement is to complete the solution's back end infrastructure to allow for DHS wide HSPD-12 card issuance and enable logical access to protect DHS Information Technology (IT) assets from cyber breaches. The anticipated period of performance is 02/14/2013 through 02/13/2014. In September of 2009, DHS/OPO contracted with XTec, Inc. through a GSA FSS DHS BPA (HSHQDC-08-A-00004) to accomplish the initial standup of a DHS capability for HSPD-12. This included the construction of enterprise infrastructure components, primarily the IDMS, as well as card issuance services for the Department. The current DHS IDMS is an XTec proprietary product. BPA HSHQDC-08-A-00004 is scheduled to expire on February 14, 2013. OPO is in the process of conducting a procurement to recompete these services and new contract vehicle to support HSPD-12 IDMS needs on a Department-wide basis. DHS intends to issue a final task order to XTec, Inc. for IDMS-related services as described in above, prior to the expiration of HSHQDC-08-A-00004. The IDMS is the most critical enterprise service for the HSPD-12 program. All EIWS, which encode and print HSPD-12 PIV Cards, must connect to the IDMS for the purposes of PIV card enrollment and card issuance. The IDMS/Card Management System (CMS) provides services to 245,000 DHS employees and contractors. The operational impacts of not awarding a task order will compromise the physical security posture and access to network system (logical access) nationwide. Currently, the IDMS supports mission areas to include, but not limited to, airports, borders, ports, disaster center and other mission areas. Should the IDMS/CMS not be available, the Department will be challenged with preventing the physical access posture from being compromised, supporting the logical access login (PIN reset, card updates), and maintaining the system's security authorization should there be a system outage. The continued utilization of the DHS IDMS is critical to key HSPD-12 functions throughout DHS, to include employee PIV card issuance and the enabling of logical access. A direct award to XTec for the services described herein is necessary to ensure continued support while a new contract is competed.
