- Draft Functional Requirements Document - HSPD-12 Products and Services Draft PWS - HSPD-12 Products and Services This is a Pre-Solicitation Notice issued by the Department of Homeland Security (DHS) Office of Procurement Operations (OPO) in support of the DHS Office of the Chief Security Officer (OCSO). DHS/OCSO has a requirement for an Identity Management System (IDMS) and Enrollment Issuance Workstations (EIWS) to support the implementation of Homeland Security Presidential Directive-12 (HSPD-12) and gain the capability to enhance security, increase efficiency, reduce identity fraud, and protect personal privacy. In support of this requirement, DHS intends to issue a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract in accordance with the competitive procedures outlined in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. This requirement will be unrestricted, and will include a one (1) year base period and nine (9) one (1) year option periods, for a total anticipated period of performance of ten (10) years. The applicable North American Industry Classification System (NAICS) Code is 541512, Computer Systems Design Services. Requirement scope and specifics are included in the attached Draft Performance Work Statement (PWS). Interested vendors are invited to review the attached Draft PWS and provide any comments or questions via e-mail to the following points of contact by no later than 04:00 PM Eastern Time on May 15, 2013. The Government retains the right to change the PWS prior to solicitation release. DHS anticipates that the solicitation will be issued in late June 2013. The solicitation and subsequent amendments to the solicitation will only be available on the Federal Business Opportunities (FBO) website, www.fbo.gov. Prospective offerors are responsible for downloading the solicitation and all attachments when posted. It is the offeror's responsibility to monitor FBO for the release of the solicitation and any amendments that may follow.
