- F1T2AH3044A001 - Brand Name OR Equal Letter / Lime Rock/Clay Sub-Grade Mixture (Orange Brown Sandy Fat/Alabama Clay) Amendment 01 (25 April 2013): SEE New Attachment Brand Name OR Equal Letter. Posted 25 April 2013. The Eglin AFB, FL Base Contracting Office, AFTC/PZIOCA, Eglin AFB FL, intends to solicit and award a firm-fixed price contract for 9,000 tons (delivered price) of the item known as Lime Rock/Clay Sub-Grade Mixture (Orange Brown Sandy Fat/Alabama Clay) - BRAND NAME OR EQUAL - as listed below. This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F1T2AH3044A001. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. The North American Industry Classification System (NAICS) code for this acquisition is 324121 with a with a size standard of 500 employees. Please identify your business size in your response based upon this standard. The Government reserves the right to cancel this solicitation, whether before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This solicitation is 100% FULL AND OPEN. From this solicitation a contract is expected to be awarded via a Lowest Price / Technically Acceptable evaluation of offers. There will be one (1) Contract Line Item Number (CLIN), numbered 0001, on the awarded contract. The CLIN will be for 9000 tons, priced by units of delivered tons. The performance period for this contract is expected to include delivery of all materials by 28 June 2013. No paper copies of the solicitation will be mailed or faxed. The Statement of Work and Technical Specifications are attached and available for viewing and downloading on the Government Electronic Posting System (EPS) at www.fbo.gov. Offerors must register on the site in order to receive notification of changes to the solicitation. The offeror is responsible for monitoring this site for the release of the solicitation and any subsequent addendum(s). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 and DFARS Publication Notice 20130412. TECHNICAL REQUIREMENTS: The following are technical requirements for the BRAND NAME OR EQUAL material known as Lime Rock/Clay Sub-Grade Mixture (Orange Brown Sandy Fat/Alabama Clay). Offerors are required to submit proof of their materials' technical specifications (for example fact sheets, laboratory reports, analysis sheets, etc.) that explain in detail, how their offers meet the Brand Name technical requirements below. If an item is offered as "AN EQUAL" - the offeror is required to submit proof in detail and with technical specifications how its offering is "equal to" - or exceeds - the brand name required material. Whether offering either "Brand Name" - or - "Equal" proposals, contractors must provide proof of the following solicitation required technical specifications (as a minimum): 1) Sieve Analysis ((Sieve Size - Percent Passing (by Weight)); (2) 13% Coarse Aggregate retained between the 1-1/2' sieve and the #4 sieve; (3) Liquid Limit: 61; (4) Atterberg limits/Plastic limit: 23; (5) Plasticity Index: 38; and (6) Received Moisture Content: 24.5% Lime Rock/Clay Sub-Grade Mixture (Orange Brown Sandy Fat/Alabama Clay) - Brand Name or Equal will be used to build a test track at Range B-70 - Eglin AFB, FL Quantity: 9000 tons - Delivered to Range B-70, Eglin AFB, FL - Price must include Delivery Location: Eglin AFB, FL - West of intersection of RR-660 and RR-253, Coordinates: 30-32-34N x 86-45-7W The material must meet or exceed all the requirements stated and listed in the specifications below. Characteristics of the material include: • Hard, stable surface that can be used by a wide variety of vehicles, once it is laid and packed • Sheds water and dries quickly, and even in rain, provides a good solid track to run tests • Keeps dust to a minimum which aids in the test functions • Damages can be repaired in a short amount of time allowing for patches to blend in well • NOTE: This requirement is only for the material- the contractor will only be required to off-load the material in a pre-designated location • Specifications Sieve Analysis Sieve Size Percent Passing (by Weight) 1-1/2 100 1 97 3/4 96 1/2 94 3/8 91 4 87 10 84 20 82 40 79 80 68 200 58 13% Coarse Aggregate retained between the 1-1/2' sieve and the #4 sieve.
