- NASA/KSC has a requirement for RTI Data Distribution Service Target Library Standardization, Qty 1. NASA/KSC intends to purchase the items from Real Time Innovations (RTI). The Launch Control System (LCS) software engineering organization has been using RTI software packages from RTI for several years. These purchases constitute both software assurance plans renewals and product upgrades. Opening competition in a way that other solution providers bid to satisfy the requirements currently addressed by RTI may result in the LCS software engineering organization being forced to replace all current deployments of RTI with another solution. Such a significant change would bring about a heavy cost impact in both new license purchases as well as workforce training. Therefore, the recommendation is that the requirements from the LCS software engineering organization be satisfied via solutions based around RTI. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 9, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
