Description
Request for Information (RFI) on Advanced Combat Identification Technologies or Systems Distribution A - Approved for public release; distribution is unlimited. THIS IS A REQUEST FOR INFORMATION ONLY. Synopsis: The US Army Communications-Electronics Research, Development and Engineering Center, Intelligence and Information Warfare Directorate (CERDEC I2WD) is requesting information from the Defense Industry regarding concepts to provide the Army with advanced and/or novel Combat Identification technologies or systems to identify Friend or Foe. These technologies or systems would provide very high confidence identification and accurate location of both single and multiple friendly soldiers/vehicles when interrogated from airborne or ground-based platforms. The technology or system must be secure if stolen or captured, and be resistant to jamming and spoofing. The interrogator could be new, stand-alone equipment, a hardware modification to an existing system, or a software / processor modification of an existing system. The transponder could be a new or modified active or passive device, an alteration of some portion of the soldier's uniform or equipment, a synthetic signature that could be created chemically, etc. Of great importance is to minimize the size, weight, power and cost (SWaP-C) while maximizing the reliability and expected usable lifetime for the equipment and/or techniques that are utilized. This Request for Information effort will compile and assess capabilities and maturity of technologies currently available, which will be available in the near-term based on technology readiness levels (TRL) of equipment and techniques currently under development, and which will be available in the far-term based on the estimated technical risk, cost, time required to bring to maturity. The resulting information will be used to assist I2WD in developing future Combat Identification requirements and capabilities, and to generate new programs. This RFI is issued as Request for Information, solely for information and planning purposes. It shall not be considered as an Information for Bid (IFB), Request for Quotation (RFQ), Request for Proposal (RFP), or as an obligation on the part of the Government to respond, or to acquire any products or services. Any response to this synopsis will be treated as information only. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is issued, it will be synopsized in the Federal Business Opportunities (FedBizOpps) website. Interested Government and Private Organizations are requested to provide 10 pages or less (excluding cover page and table of contents) white paper detailing their potential solutions. The government does not intend to pay for this information. All documents will be provided in MS-Word format, and be written in Times New Roman 12 pt. The white paper should include: 1) a description of the capability, 2) the maturity level, which could range from being a purely technical concept that will require significant R&D to a technical maturity based on TRL, and 3) your point of contact (name, telephone number, mailing address, and email address). Please do not include corporate capabilities or past performance discussions. White papers are requested within sixty (60) days of this announcement. All information should be submitted in writing or via e-mail. There is a 5MB email limit. Acknowledgement of receipt will be issued. If you choose to submit proprietary information, mark it accordingly. Classified information will be accepted by mail only, but please mark it accordingly and send it via proper channels.
