- THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSALS. THIS IS A PRE-SOLICITATION NOTICE ONLY; NO CONTRACT WILL BE AWARDED FROM THIS NOTICE NOTE: SOURCES SOUGHT NOTICE; HDEC02-11-R-0011 PREVIOUSLY POSTED ON JUNE 8, 2011 HAS BEEN REPLACED WITH THIS PRE-SOLICITATION NOTICE, HDEC02-12-R-0005. The Defense Commissary Agency (DeCA) is seeking interested sources capable of providing fresh fluid milk and associated products to commissaries located in DeCA's West Area. The commissaries are located in the midwest and southwest area of the United States (North Dakota, South Dakota, Wyoming, Colorado, Nebraska, Kansas, Nevada, Utah, Oklahoma, Texas, New Mexico, and Arizona). The contractor is to furnish fresh fluid milk and associated products in various sizes to 42 commissaries in DeCA's West Area. The products include Whole, 2%, 1%, and Skim Milk in Gallons, Half-Gallons, Quarts, Pints, and Half-Pints, Whole and 1% Chocolate Milk in Quarts only, and Regular Eggnog in Half-Gallons. For the purpose of this solicitation, the 42 commissaries will be grouped into thirteen separate groups based on geographic proximity, logistics and market research as listed below. Potential offerors will be required to provide all required products to each store within a group. Potential offerors may submit a proposal on one or more groups. Group 1 (3 Commissaries): Ellsworth AFB (SD), Grand Forks AFB (ND, and Minot AFB (ND). Group 2 (4 Commissaries): Fort Leavenworth (KS), Fort Riley (KS), McConnell AFB (KS), and Offutt AFB (NE). Group 3 (4 Commissaries): Altus AFB (OK), Fort Sill (OK), Tinker AFB (OK), and Vance AFB (OK). Group 4 (6 Commissaries): Dyess AFB (TX), Fort Hood I (TX), Fort Hood II (TX), NAS JRB Fort Worth (TX), Goodfellow AFB (TX), and Sheppard AFB (TX). Group 5 (4 Commissaries): Fort Sam Houston (TX), Lackland AFB (TX), Laughlin AFB (TX), and Randolph AFB (TX). Group 6 (2 Commissaries): NAS Corpus Christi (TX), and Kingsville NAS (TX). Group 7 (2 Commissaries): Cannon AFB (NM), and Kirtland AFB (NM). Group 8 (3 Commissaries): Fort Bliss (TX), Holloman AFB (NM), and White Sands Missile Range (NM). Group 9 (5 Commissaries): Davis-Monthan AFB (AZ), Fort Huachuca (AZ), Luke AFB (AZ), Yuma MCAS (AZ), and Yuma Proving Ground (AZ). Group 10 (2 Commissaries): Dugway Proving Ground (UT), and Hill AFB (UT). Group 11 (5 Commissaries): Buckley AFB (CO), Fort Carson (CO), Peterson AFB (CO), and USAF Academy (CO), F E Warren AFB (WY). Group 12 (1 Commissary): Fallon NAS (NV). Group 13 (1 Commissary): Nellis AFB (NV). Estimated fluid milk quantities per product size: Gallons (128 Oz) - Whole - 864,099; 2% - 1,572,100; 1% - 743,617; Skim - 798,838 Half-Gallons (64 Oz) - Whole - 386,664; 2% - 718,876; 1% - 285,873; Skim - 441,087 Quarts (32 Oz) - Whole - 72,381; 2% - 93,977; 1% - 6,787; Skim - 60,023 Pints (16 Oz) - Whole - 41,963; 2% - 52,786; 1% - 690; Skim - 1,459 Half-Pints (8 Oz) - Whole - 1,689; 2% - 1,748; 1% - 280; Skim - 650 Chocolate Milk Quarts - Whole -62,688; 1% - 3,016 Eggnog, Half-Gallons (64 Oz) - Regular - 23,534 The successful contractor must: •· Price and provide every product line item within each geographic group offered in response to the solicitation. •· Assign and maintain one Universal Product Code (UPC) and one Global Trade Identification Number (GTIN) per fluid milk line item description. Multiple UPCs/GTINs within each geographic group are not permitted. Multiple UPCs/GTINs for different geographic groups may be permitted. •· Provide additional support and promotions to each commissary store. Additional support includes point of sale material, recipe cards, pamphlets, nutritional facts, or other consumer related material. Each group will be evaluated separately and each group will be awarded on an all or none basis. The Government will award one or more contracts resulting from this solicitation based on evaluation criteria using the Best Value, Tradeoff procedures. A Fixed Price with Economic Price Adjustment, Requirements Type Contract is contemplated. The base period of performance shall be for 12 consecutive months plus one, 12-month option period. The RFP will be released on or about August 6, 2012. The solicitation will be issued on an unrestricted basis. Soliciting under an unrestricted basis does not preclude any small business from submitting a proposal. The North American Industry Classification System (NAICS) code for this requirement is 311511(Fluid Milk Manufacturing) which has a business size standard of 500 employees. DeCA commissaries are Government-owned facilities designed to operate similar to commercial retail supermarkets that provide food items and other merchandise for resale to the military and their families at a cost savings when compared to the same or similar products sold in the commercial retail markets.
