- PAYROLL-BENEFITS GAP ANALYSIS THIS SOLICITATION IS HEREBY ACTIVE AS OF 25 APR 2013. SEE BELOW FOR NOTICE DETAILS TO INCLUDE ATTACHMENT. This Request for Quotes (RFQ) is issued by the Air Force Nonappropriated Fund Purchasing Office (AFNAFPO). All requirements, solicitations and subsequent contracts, if any, awarded through AFNAFPO are funded wholly with nonappropriated funds. These funds are generated through user fees and charges at Air Force morale, welfare and recreation (MWR) programs worldwide. They are not appropriations from Congress or "taxpayer" dollars AFNAFPO is seeking sources for providing the Air Force Services Directorate with services to analyze the operational processes and interfaces of the AFSFMS Payroll, Benefits and Advanced Benefits modules. The objective of this RFQ is to award a single, firm fixed price contract for work to be completed within (1) year or less. The RFQ documentation must be submitted in accordance with the Statement of Work (SOW) for consideration. Please thoroughly and carefully review this SOW and ensure all requested documentation is submitted on time. The Nonappropriated Fund Request for Quotations form, Statement of Work (SOW), Appendixes A-G, and General Provisions are included. The Nonappropriated Fund Instrumentality (NAFI) will evaluate the quotes based on the technical responses, to include resumes, past performance and price. Evaluation factors are listed in their relative order of importance. The NAFI will make a best value award considering all factors. Questions regarding the RFQ must be submitted in writing to the Contracting Officer and procurement POC NLT 5:00 PM CST, Wednesday, 01 May 2013.
