Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4, Single Source Selection procurement process, Subpart 3.2.2.4.1.2, the purpose of this announcement is to inform industry of the FAA ™s intent to contract with a selected firm using single source procedures. The FAA intends to award a contract to AirTOpsoft SA of Brussels Belgium for the Core 30 Airport Representation and Flow Management in AirTOp Simulation Model : The tasks to be developed include creating a distributed version of AirTOp such that large simulations may be run efficiently across multiple computers, developing the complete adaptation of the 30 core airports in the AirTOp multi-agent simulation tool, and adding the capability to model flow management based on airport capacities in AirTOp. The result would give the FAA exclusive access to a fully adapted and tested AirTOp for the National Airspace System (NAS) for future internal and external requests for NextGen fast-time simulations. Originally developed in Europe, AirTOp is a multi-agent simulation tool that captures many aspects of the Air Traffic Management domain. AirTOp can model controller roles, tasks and workload for radar controllers, planning controllers and airport controllers. The tool includes a user defined rule-based system to define en-route restrictions, rerouting, approach and departure sequencing, and runway dependencies. To date, the FAA has utilized AirTOp for several projects to simulate operations using today ™s procedures and future NextGen concepts. The process involved in preparing AirTOp for use on these projects involves extensive adaptation and coding of the particular airspace routes and procedures. Like any high fidelity simulation model, the airport and airspace preparation of AirTOp is costly and time consuming. The tasks for development include all 30 core airports (Table 1) in the NAS to be adapted by AirTOp. The remaining airports will be modeled as sinks and sources with airport capacities assigned to them. A flow management capability will control the flow of aircraft going in and out of these sink/source airports. The processing power of AirTOp will also be expanded such that NAS-wide simulations may be performed accurately and efficiently in a distributed computer environment. The result will be an AirTOp simulation platform adapted for the FAA ™s use for the full NAS. AirTOpSoft is the developer and has exclusive rights to the software and source code. In 2012, the FAA purchased the AirTOp software and license for testing and validation of concept tools for fast-time simulations. The development of the Airport Representation and Flow Management in a AirTOp Simulation Model can only be achieved through AirTOpSoft because the task requires enhancements to the AirTOp source code and design and intimate knowledge of the tool ™s configuration requirements. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm ™s capabilities and experience in providing the above required work, and the FAA will evaluate accordingly.
