THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS The Department of Veteran Affairs, NCA 8 NF/SG is seeking responsible sources to provide service as outlined in the Statement of Work. This is market research for informational and planning purposes only. This is not a solicitation and does not obligate the government to issue a solicitation. Please be advised that the Government will not pay for any information submitted under this announcement. Responses must be received in writing no later than Noon EDT May 9th, 2013. Responses should clearly state the ability to provide the service. If a solicitation is issued, it will be announced at a later date, and all iterested parties must respond to that solicitation announcement separately. STATEMENT OF WORK Health Devices Systems Database for Library Service 1.0 INTRODUCTION The North Florida South Georgia Veterans Healthcare System requires a safety risk management resource tool subscription for the Medical Equipment Management Program required by the Safe Medical Devices Act of 1990(EC.02.04.01 EP 5). 2.0 BACKGROUND The mission of the Department of Veterans Affairs, North Florida South Georgia Veterans Healthcare System, Library Service is to provide benefits and services to Veterans of the United States. In meeting these goals, Library Service strives to provide high quality, effective, and efficient safety devices information to those responsible for providing care to the Veterans at the point-of-care in an effective, timely and compassionate manner. North Florida South Georgia VHS depends on Library Service to meet mission goals. 3.0 SCOPE The contractor shall provide electronic access to medical equipment hazard alerts, recalls, updates, evidence-based research, and evaluations in a timely manner that supports the Safe Medical Devices program. Place of Performance: Period of Performance:Service shall be provided to North Florida South Georgia Veterans Healthcare System via online access. The period of performance shall be 12 months from date of award, with 4 options for 12 months/year for a firm fixed price. Contractor shall be required to provide initial subscription access. 4.0 PERFORMANCE REQUIREMENTS a.Contractor shall provide a resource database with ongoing updates of medical equipment guides, drug information, alerts, and comparisons. b.Contractor shall provide support to cover accessibility to the end-user during system delays. c.Contractor shall provide most current timely information based on daily or weekly updates. d.Contractor shall provide communications of system delays, server outage, or any major emergency affecting access to the database content by information bulletins, emails, or other modes of communication. 5.0 DELIVERABLES a.Contractor shall deliver content via online access. b.Contractor and publishers frequently have license agreements for their electronic publications, systems and software products. Licenses may be for the subscription agent's proprietary products, or publisher's proprietary products. All license agreements will be between Library Service and the Contractor/Publishers. License agreements will be reviewed, approved, signed and enforced by according to local procedures. Contractor's proposals must contain copies of all Contractor proprietary licenses for all items offered. 6.0 CONTRACTOR PERSONNEL SECURITY REQUIREMENTS The C&A requirements do not apply and a Security Accreditation Package is not required.
