Attachment A - Bid Sheet Complete Combined Synopsis/Solicitation with all Clauses and Provisions COMBINED SYNOPSIS/SOLICITATION (i) This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is No. N62841-13-Q-0002 and is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 and DFARS Change Notice 20120615. (iv) This solicitation is a small business set-aside. The applicable North American Industry Classification Systems Code is 336612 - Motorboat, inboard or outboard, building. (v) Naval Ordnance Test Unit (NOTU) has a requirement for the purchase and installation of two (2) each Cummins Factory Reconditioned Diesel Engines. (vi) Description of requirements for the items to be acquired is listed below. A. Cummins Factory Reconditioned Diesel Engine DR6487RX B 315 315 hp @ 2800rpm, Tier I certified To Include: 1) Heat exchanger configuration 2) 24V Bosch K1 40 amp alternator 3) 24V Cay starter (CA45) 4) Air cleaner 5) Engine wiring 6) 24V instrument panel (single station) 7) Wiring harness extension-30' 8) Vibration isolators 9) Exhaust elbow- standard 6" 90 degree wet matched to existing 5" Exhaust System 10) Sea trial test fittings 11) Fuel inlet and drain fittings 12) Engine oil and coolant 13) Throttle bracket 14) Front engine mounts 15) Engine oil pump out hose 16) Engine Control Cables 17) Miscellaneous Parts and Materials necessary for installation. 18) Engine Core charge should be included in all quotes. 19) FOB Cape Canaveral (or any Florida location) B. Installation: 1) Remove and Trailer Boat from Water if Necessary 2) Transport Boat to Offeror's Facility 3) Remove Existing Engines from existing Security Boat Warlock 4) Install procured Engines and ancillary equipment in Existing Base Security Boat Warlock. 5) Return boat to the water at Customer's Facility 6) Required Delivery Date (RDD)- 14 days after receipt of Remanufactured Engines. C. Repairs: Unforeseen Repairs deemed necessary to fully complete the installation and to successfully conduct sea trials. D. Vendor Requirements: 1) An instrumented sea trial and installation review will be required at completion of the engine installation. 2) All Installations must meet Cummins applications guidelines. 3) A Sea Trial inspection by an approved Cummins service technician must be completed once the boat can be operated at full throttle. 4) Only Quotes submitted on the Enclosed Bid Sheet will be considered 5) Copies of all pertenant Certifications, Licenses, and Insurance must be submitted with response. 6) Offeror shall provide operational manuals upon completion of the Sea Trial Inspection. 7) Offeror agrees to hold the prices in its offer for a firm 60 calendar days from the date specified for receipt of offers. 8) Dates and Places of Delivery and Acceptance and FOB Point are FOB Destination, Naval Ordnance Test Unit, Bldg 81701 Pier Road, Cape Canaveral, FL 32920. 9) The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition and is incorporated by reference. 10) Offerors shall include a completed copy of the provision at 52.121-3, Offeror Representations and Certifications - Commercial Items, with their offer. 11) DATE, PLACE, TIME OFFERS ARE DUE: The Offeror's quotation shall be submitted electronically to the Point of Contact identified below.
