SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8224-13-S-CDU8 Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 511210 which has a corresponding Size standard of $33.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Responses from both small and large businesses are requested to help determine the availablility of products that will meet the governments need. 2. Program Details: The Ogden Air Logistics complex, in support of the F-16 Systems Integration Section and the 309 Software Maintenance Group located at Hill AFB, UT, are looking for a software data modem in support of the Center Display Unit (CDU) Software Upgrade Program for Variable Messaging Format (VMF). The software data modem MUST: • Provide an application with API running on Microsoft Windows XP Embedded • Provide a software only solution for the following standards for Digitally Aided Close Air Support (DACAS) military infrastructure:  MIL-STD-188-220 C  MIL-STD-188-220 D Change Notice 1  MIL-STD-2045-47001 C  MIL-STD-2045-47001 D Change Notice 1 • Have DoD Information Assurance (IA) certification or have received IA approval by reciprocity The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information. AFFARS 5352.201-9101 OMBUDSMAN (AUG 2005). (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. (d) Interested and qualified sources should provide the following information: 1. Company name, Cage code, point of contact, email address, telephone and fax numbers, type of business and size. 2. Suggested NAICS Code is 511210 - Software Publishers. Do you suggest a different NAICS code and if so why? 3. Provide product literature and also a list of authorized resellers of the software? 4. What is the lead time for delivery? 5. Provide documentation for IA certification or IA approval by reciprocity 6. A list of your most recent and relevant DoD or commercial contracts/orders (not to exceed five) to include brief description, names, POCs and phone numbers. The Government requests interested parties answers questions above and to submit a brief statement of current capability to perform these services and a letter of interest. Please limit your submissions to three pages. The Government does not intend to award a contract on the basis of these sources sought or to otherwise pay for the information solicited. The information provided is considered market research and may be utilized by the AF in developing its acquisition strategy. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked.
