Description
NASA/DFRC has a requirement to purchase seven contactless displacement measuring system (DMS) 110 sensors. NASA/DFRC intends to purchase the items from Meggitt Sensing Systems, located in Frigourg, Switzerland. Authority for the requirement is 10 USC 2304 (C)(1) and FAR 6.302-1(a)(2)- Only one responsible source. Justification is based the following facts: 1) The unique capabilities of these sensors are to sense vibration and send out CAN bus data to the proper Line Replaceable Unit. These sensors are manufactured by Meggitt Sensing Systems and only can be procured by the manufacture. 2) The sensors are telescope assembly spares that must be compatible with the existing German supplied telescope. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing via E-mail to jenny.y.staggs@nasa.gov not later than 4:30 p.m. PDT on May 2, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
