Description

The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to award a non-competitive firm fixed price contract to Altair Engineering, Inc. for HyperWorks software licenses and associated software training. As the sole developer and provider of the HyperWorks software suite and training courses, Altair Engineering, Inc. is uniquely qualified to fulfill this requirement. This notice of intent is NOT a request for competitive proposals. However, all capabilities statements received no later than the due date of this announcement will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a capabilities statement to be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responses must be received by email at robert.koplos@navy.mil no later than 11:00AM ET, 30 April 2013. A formal solicitation will NOT be issued since this will be sole source procurement. This announcement constitutes the only notice of this procurement. All contractors and individuals doing business with the Federal Government MUST be registered in the System for Award Management (SAM) database to be considered for award. Information on registration and annual confirmation requirements can be located via the Internet at www.sam.gov. Responses that are non-compliant with any of these instructions may be rejected without further consideration for award. Only those Offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
