- The U.S. Dept. of Commerce, NOAA, National Ocean Service, Center for Coastal Fisheries and Habitat Research, 101 Pivers Island Road, Beaufort, NC 28516-9722 has reissued this requirement for Preventive Maintenance and Repair Services for YSI 600LS Water Level/Quality Instruments. The previous notice received no responsive and responsible bids. It is the intent to proceed as a sole source negotiation. The Period of Performance is Jun 1, 2013, or date of award, through May 30, 2014 or whichever is later through a twelve (12) month period with three (3) 1-year option periods. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being solicited as unrestricted and full and open competition for knowledge only of limited resources. The solicitation number is and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 811219 with a small business size standard of $19.0M. The Government anticipates awarding a firm-fixed price Purchase Order based on lowest price technically acceptable with past performance being satisfactory or above. The Government intends to award a Lowest Price Technically Acceptable, firm fixed-price contract on an all or none basis. The RFQ will be issued via electronic posting at Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov on or about April 26, 2013 with a receipt date of May 9, 2013/ 1:00 PM (EDT) and an award to be made on or about May 12, 2013. Hard copies of the RFQ will not be issued. Electronic submission of the contractor's proposal is hereby authorized, but must be transmitted by the posted response date and time. It is incumbent upon contractor to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, offerors must be registered in the System for Award Management (SAM) to be considered for an award of a federal contract. For information regarding registration in SAM contact the SAM website at www.sam.gov/portal/public/SAM/; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer. All responsible sources may submit a quote, which shall be considered by the agency.
