Posted 11 Mar 2013 F117-PW-100 Engine Overhaul and SCM Formal Synopsis This announcement constitutes a Formal Synopsis for the Tinker Air Force Base, F117-PW-100 Engine Overhaul and Supply Chain Management (SCM) program. The Air Force Life Cycle Management Center (AFLCMC) will award one Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Air Force will acquire this requirement through an Air Force Source Selection. It is anticipated that the resultant contract will be a FAR Part 12 IDIQ contract with Firm Fixed Price (FFP) and Time & Material (T&M) line items. The awarded contract will consist of one three-year basic ordering period and four one-year incentive option periods. This acquisition will be accomplished under NAICS Code 336412 and its applicable size standard. This acquisition is not a small business set aside. Description of services: The Air Force requires overhaul and depot supply chain management (SCM) of F117-PW-100 (F117) engines to ensure serviceable, ready-to-install, spare engines are available to support Serviceable Propulsion Systems (SPS) and War Readiness Engines (WRE) levels. The overhaul effort is comprised of key logistics and maintenance processes to include engine receipt, induction, disassembly, inspection, required maintenance, reassembly, test, transportation, and packaging. The SCM effort consists of forecasting, repairing, acquiring, stocking, storing, issuing, and transporting all the parts necessary to support F117 depot overhaul. All responsible sources may submit a proposal which shall be considered by the agency. Electronic procedures will be used for this solicitation through FedBizOps at http://www.fbo.gov. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
