Description
Statement/Scope of Work - Lathe This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number DTSL55-13-Q-P0677 is issued as a request for quotation. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. The applicable NAICS code is 333517 and the size standard is 500 employees. This procurement is a total small business set-aside. Requirement is to repair/rebuild a 1958 LeBlond Heavy 16" Swing, 126" Engine Lathe (S/N 2NE736) in accordance with the attached work scope. Line Item No. 1:- The Vendor shall provide a firm, fixed price to perform the required work (excluding replacement parts). Line Item No. 2 - Estimated shipping charges to return the lathe to SLSDC. Replacement parts, as required, will be paid at the Vendor's cost plus 10%. After inspection and prior to installation, the Vendor shall provide SLSDC with a list of replacement parts that are required and their costs. The Saint Lawrence Seaway Development Corporation (SLSDC) notes that the list of work items may not be all inclusive as additional work may be required upon inspection. Any additional work required on the lathe will be paid on a time and materials basis plus 10% as approved by the SLSDC prior to completing the work. The Vendor shall also include in his/her quote the hourly (unit) rate for all labor categories required to perform the work. SLSDC will be responsible for shipping the lathe to the Vendor's facility. The Vendor shall make arrangements for the return of the rebuilt lathe to SLSDC and pre-pay and add the shipping charges to the final invoice. Estimated weight of the lathe - 11,000 lbs. Delivery shall be made to the Saint Lawrence Seaway Development Corporation Attn: Receiving Warehouse, 251 Fregoe Road, Massena, NY 13662. The SLSDC will ship the lathe to the Vendor's facility the week of 6/3/13 and requires the return of the lathe no later than the week of 8/12/13. The Vendor shall state in his/her offer if this return deadline can be met or not. For the purposes of evaluation for award, an amount equal to the estimated shipping charges to return the lathe to SLSDC will be added to the total of the two (2) line items to determine the lowest offer. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The provision is tailored to read (h) the Corporation will make one award to the offeror who provides the best value to the Corporation based on price and other price related factors contained in this notice. There are no technical factors to be evaluated therefore FAR provision 52.212-2 is not applicable. Offerors are required to include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer if they have not completed their certifications and representations on the SAM website.
