Description
Draft PWS Applied Historian The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source contract under the statutory authority permitting Other than full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to Mr. Joel Christonson, 648 Callen Avenue, Morgan Town WV 26501. Mr. Joel C. Christenson shall develop a variety of historical products for the Applied History and Policy Support Program within the Historical Office of the Office of the Secretary of Defense. The historical products include oral histories, historical information papers and reference responses for DoD leadership, organizational histories of OSD offices, and historical content for office web site. In addition, the contractor shall serve as the office's liaison to the Combatant Command history offices and to the Office of the Assistant Secretary of Defense for Homeland Defense and America's Security Affairs, and will also serve as the resident expert on the history of DoD's defense relationships with Latin America and the Caribbean. This work in support of the Applied History and Policy Support Program is a core mission of the OSD Historical Office. The contractor has unique capabilities such as extensive background and experience in the history of the nation's national security policy and conflicts, with a particular emphasis on Latin American defense issues. This includes extensive experience conducting research in Defense and military records in official national archives or private repositories.The contractor also has the necessary and the required experience working with Combatant Command history offices. Additionally, the contractor has extensive experience writing focused research papers and short articles, for publication in professional and popular historical journals and for internal use of defense officials, that demonstrates an understanding of national security policy and military strategy and operations.This also includes the required experience in planning and preparing for oral history interviews with senior DoD officials and former government officials. The Statement of Work is attached. The Government anticipates a Firm Fixed Price Contract with a Base Year and Two Option Years. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. This notice of intent is not a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All information submitted should support the offeror's capability to provide the required services, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award. The primary North American Industry Classification System (NAICS) code is 541720, Research and Development in the Social Sciences and Humanities, Size Standard $7,000,000.
