PRE-SOLICITATION NOTICE/REQUEST FOR QUALIFICATIONS FOR A TWO-PHASE DESIGN-BUILD PROJECT TO CONVERT TRADITIONAL BURIAL AREA TO PRE-PLACED CRYPTS, SECTION 2 AT FORT SILL NATIONAL CEMETERY The Department of Veteran Affairs anticipates awarding a firm-fixed price design-build contract based upon a two-phase design build selection procedure. This Pre-Solicitation Notice/Request for Qualifications represents Phase One (1) and Two (2) phase process. To be considered, firms must submit information in response to the criteria established in the Request for Qualification by the specified due date and time. Three (3) of the most highly-qualified Design-Build firms will be short-listed to participate in Phase (2) Two of this Design-Build selection process. Short-listed Offerors will be asked to submit both a technical and price proposal based upon evaluation factors identified in the RFP. Award of a single contract will be made to the "Best Value" Offeror. Debriefings will be made available after contract award. NOTE: Architect-Engineering (A-E) firms that were involved in the preparation of the preliminary planning for this project are not eligible to participate in the subsequent Design-Build process. The Department of Veterans Affairs (VA), National Cemetery Administration intends to issue a Request for Proposal, numbered VA786A-13-R-0063 for the following: Contractor shall provide labor, supervision, equipment, tools, and materials necessary to perform and complete all design-build construction work at Fort Sill National Cemetery, OK 73538. The work includes but is not limited to the contractor providing survey, geotechnical investigation, design layout, installation of a minimum of 2,800 pre-placed lawn crypts at existing conventional casket burial Section 2 and other work as indicated on the plans and or/specifications. MAGNITUDE OF CONSTRUCTION: $1,000,000 and $5,000,000. CONTRACT DURATION: Performance period is approximately 365 calendar days from date of receipt of Notice to Proceed. NAICS Code: 237990Size Standards: $33.5 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER 100% COMPETITVE SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). Contractors must register at GSA's System for Award Management (SAM) to be eligible for award. ORCA must reflect a small business size certification for the NAICS code noted herein. All registrations must be up-to-date and correct. SDVOSB contractors must be verified in VETBIZ (www.vip.vettbiz.gov) prior to date for receipt of proposal. CONTRACTORS NOTE: A 20% Bid Bond must be submitted with your proposal if it exceeds $150,000. At least 25 percent of the total labor costs for this contract must be spent on the concern's employees. Contract work accomplished on the site by laborers, mechanics, and foremen/forewomen on the contractor's payroll and under his/her direct supervision shall be included in establishing the percent of work to be performed by the contractor. Cost of material and equipment installed by such labor may be included. The work by the contractor's executive, supervisory and clerical forces shall be excluded in establishing compliance with the requirements of this clause VARR 852.236-72. The number of employees must be reflected correctly in SAM and Dun and Bradstreet reports. There will be a pre-bid site investigation; all prospective bidders are encouraged to attend. Details of the pre-bid site investigation will be included in the solicitation package OBTAINING SOLICITATION MATERIALS: Solicitation materials consisting of the Request for Proposal (RFP) details may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and supporting documents will be released for issue on or about May 9, 2013. SOLICITATION AMENDMENTS: Amendments to the solicitation will be uploaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed.
