Description

This is a Sources Sought Synopsis announcement. The purposed of this synopsis is to survey the market and gain knowledge of potential qualified interested sources for completing the effort relative to NAICS 237990 - Dredging and Surface Cleanup Activities. This is not a Request for Proposal. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The U.S. Army Corps of Engineers, Buffalo District seeks sources for a project to dredge multiple shallow draft harbors to authorized depth. Multiple harbors will be included in a single contract. Dredge material shall be placed in authorized open lake or near-shore placement areas as required for each harbor. The Contractor shall have equipment needed to work within relatively shallow channel depths and transport/place material at the required placement sites. A map of likely harbors (with authorized depths) is provided on the attached map. The disposal location (open lake or near shore) is provided with the approximate distance from the Federal channel. The latest harbor surveys can be viewed at the following link: http://www.lrb.usace.army.mil/Library/MapsandCharts.aspx Work will likely begin in May 2014 and proceed until all dredging is completed (June/July 2014). Anticipated quantities for the noted harbors are as follows: 1.) Little Sodus 35,000 CY 2.) Irondequoit 15,000 CY 3.) Oak Orchard 15,000 CY 4.) Olcott 15,000 CY 5.) Wilson 15,000 CY Offeror's response to this Synopsis shall be limited to 8-12 pages and shall include the following information: -Offeror's name, address, point of contact, phone number, and e-mail address; -Offeror's small business designation (e.g. HubZone, SDVOSB, 8(a), etc); -Commercial and Government Entity (CAGE) Code; -Offeror's interest in bidding on the solicitation once it is issued; -Offeror's capability to meet the requirements including specific dredge equipment; -Offeror's ability to perform at least 40% of the effort with its own equipment; -Offeror's capability to perform a contract of this complexity, comparable work performed within the past 5 years, including a brief description of the project, customer name, timelines of performance, customer satisfaction, and dollar value of the project. Interested Offerors shall respond to this Sources Sought Synopsis no later than 4:00 PM (EST) on 10 May, 2013. Email is the preferred method of replying to this synopsis. All interested contractors must be registered in System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM to be eligible for award of Government contracts.
