Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office is conducting market research in accordance with FAR Part 10. The NOAA Aircraft Operations Center (AOC), MacDill AFB, Florida, operates two Lockheed WP-3D Orion aircraft in support of NOAA and national research. The priority missions of these aircraft are hurricane research and surveillance during the hurricane season as well as national priority atmosphere research support the remainder of the year. These aircraft became operational between 1975 and 1976. N42RF (WP-3D) was delivered to NOAA in June of 1975 and currently has 11,358 flight hours. N43RF (WP-3D) was delivered to NOAA in January of 1976 and currently has 10,639 hours. The purpose of this notice is to identify qualified companies capable of completing an engine refresh on ten (10) T56-A-14 Series 3 engines. The quantity of 10 engines is four (4) active engines and one (1) spare engine per aircraft. This engine refresh will include standard overhauls to all five sections of the T56-A-14 engine (compressor, turbine, reduction gear box, torquemeter, and QEC), a set of Series 3 enhancements/upgrades, and the incorporation of the FAA Certified Series 3.5 upgrade kit. The contractor shall provide engineering, manufacturing, test reduction, analysis, P-3 Orion OEM certification, FAA certification, parts, labor, and maintenance services to produce up to ten (10) fully overhauled, Series 3 Enhanced T56-A-14 Series 3.5 engines. The contractor shall provide all labor, materials, equipment, special tools and facilities to overhaul the Government's engines, incorporate Series 3 Enhancements, and supply and install the FAA and OEM certified Series 3.5 Upgrade Kits. The overhauls shall be in accordance with the NAVAIR 2B-5DD-6-2 and Rolls-Royce T56-A-14 engine overhaul manual 17RC3. A detailed list of items in the scope is provided below. The contractor shall replace all parts recommended by the manufacturer to be replaced at each overhaul regardless of their apparent condition; this includes but is not limited to gaskets, packing rubber parts, lock washers, tab locks, etc. Only FAA approved parts are to be used. 1. Complete engine overhaul and incorporation of any outstanding Service Bulletins of ten (10) NOAA Aircraft Operations Center T56-A-14 turboprop engines in accordance with NAVAIR 02B-5DD-6-2 and Rolls-Royce manual 17RC3 to include overhaul of following sections: a. Compressor Section b. Turbine Section c. Torquemeter Section d. Reduction Gearbox Section e. Quick Engine Change (QEC) to include all new wiring harnesses, fire warning elements and pigtails (NO KAPTON). 2. Incorporate following Series 3 reliability enhancements (10 engines) a. Stiffened Main Diaphragm Kit w/o larger bearings - P/N 23064853 (1 per engine) b. M50NiL material front pinion bearing - P/N 23055590 (1 per engine) c. M50NiL material rear pinion bearing - P/N 23055591 (1 per engine) d. Prop shaft seal - P/N 23053159 (1 per engine) e. Scavenge pump "cookie cutter" gear - P/N 6876478 (1 per engine) f. Torquemeter mid-bearing - P/N 23064888 (1 per engine) g. Rear #2 compressor bearing - P/N 23057662 (1 per engine) h. Oil pump/idler Bearing - P/N 23062341 (4 per engine) i. Tach Drive Bearing - P/N 230622342 (4 per engine) j. Hyd. Pump & Alternator & Starter Shaft Drive Bearing - P/N 23062205 (4 per engine) k. IN 718 vane case - P/N 23009372 (1 per engine) l. Thermocouple - P/N 23075403 (18 per engine) m. Inner rear exhaust cone - P/N 23052623 (1 per engine) n. Fuel nozzles - P/N 23074273 (6 per engine) o. Low Smoke Combustion Liners (6 per engine) - if available at time of incorporation (12 months) 3. Capability statement packages must provide the following information: • Documentation that your company has the ability to perform an overhaul, provide and install all Series 3 enhancements, and provide and install the Series 3.5 Upgrade Kit for the Rolls Royce T-56-14 engine in accordance with the manufacturer's manual. • Documentation that your company has an FAA Repair Station Certificate for Rolls Royce T-56-14 engine. • Past performance information regarding contracts which are similar in scope. Submit at least three (3) past performance references. Capability statement packages will be evaluated solely for the purpose of determining the availability and adequacy of potential sources prior to determining an acquisition and contract strategy.
