Description
Synopsis - J015 AFLCMC/WLKLC 3001 STAFF DR STE 1AG1104A TINKER AIR FORCE BASE OK 73145-3032 THIS CONTRACT EFFORT IS SOLE SOURCE TO THE BOEING COMPANY. This is not a small business set-aside. Applicable to: E-4B National Airborne Operations Center Description: The Contractor along with its industry team will be accountable for both the sustainment and modernization of the E-4B weapon system. This contract action will be accomplished as a contract modification to the Product Support Integrator (PSI) contract FA8106-06-D-0001. The contract type is an Indefinite Delivery, Indefinite Quantity (IDIQ). CLIN BREAKOUT: SUBSECTION A: SUSTAINMENT and PROGRAM DEPOT MAINTENANCE Sustainment includes Supply Support, Field Service Representatives (FSR), specialized onsite electronic repair, engineering services, System Integration Laboratory (SIL), operations, aircraft modification and maintenance integration, Technical Order services and engine support. X001 - Firm Fixed Price (FFP) X002 - Cost Reimbursement - No Fee X003 - Time and Material (T&M) SUBSECTION B: MODERNIZATION Modernization includes all platform and mission systems modification efforts from concept, development, installation, test, and fielding across the fleet. Modifications may result from new requirements, technology insertion, obsolescence, Airworthiness Directives (AD), and any other modification desired by the E-4B SPO. X004 - FFP X005 - Incentive Firm Target X006 - Cost Plus Incentive Fee X007 - Cost Plus Fixed Fee SUBSECTION C: PROGRAM INTEGRATION Contractor shall be the single point of accountability for accomplishing total life cycle program objectives and perform as a platform integrator providing strategic planning, risk management and mitigation, and budgeting and execution of Government approved plans and programs. X008 - FFP SUBSECTION D: OTHER WORK Within scope work discovered during the course of performing this contract and accomplished as authorized by the ACO. Shall include: 1) Field Team and Crash Damage Repair, 2) Unscheduled Depot Level Maintenance Requirement(s), 3) Corrosion Control, and 4) Mods resulting from SB/TCTO/AD (DFARS 252.217-7028). X009 - FFP (Over and Above (O&A)) X010 - Cost Plus Incentive Fee (O&A) X011 - Cost Plus Fixed Fee (O&A) X012 - T&M (O&A) SUBSECTION E: TRAVEL (Per Joint Travel Regulations) X013 - Cost Reimbursement - No Fee (Sustainment) X014 - Cost Reimbursement - No Fee (Modernization) X015 - Cost Reimbursement - No Fee (PSI) SUBSECTION F: DATA X016 - Data (Not Separately Priced) QTY: TBD Period of Performance: The modification will include three (3) options. Option 4 will include 12 months, while Options 5 and 6 will each be six (6) months. The options covered under this modification are anticipated to be awarded NLT 30 Nov 13, 30 Nov 14, and 31 May 15. Contract award amount is TBD. Written response is required. Electronic procedure will be used for this solicitation. Current qualified sources are: The Boeing Company, CAGE: 82918. Authority: 10 U.S.C. 2304(C)(1), Justification: Services required are available from only one responsible source(s) and no other type will satisfy agency requirements. The proposed contract action is for services in which the Government intends to solicit and negotiate with only one source.
