Description
Synopsis: This is a Request for Information (RFI) and should not be construed as a Solicitation Announcement, Invitation for Bids, Request for Quotations, or a Request for Proposals. After reviewing the Description of the Requirements currently posted to FEDBIZOPS, interested capable contractors are invited to provide responses to the following questions. Please provide responses if you can support the entire Requirement. Responses should follow this format and submitted electronically as one complete document. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to acquire any products or services, or for the Government to pay for the information received. Responses to this Source Sought are due by 1200 EST (APG, MD) May 9 2013. Please submit all RFIs to - Megan Grigas, Contract Specialist, megan.c.grigas.civ@mail.mil. You will not be entitled to payment for direct or indirect cost that you incur in responding to this RFI. Furthermore, this Request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Performance Work Statements and /or Statement of Objectives. Has your Company performed this type of effort or similar type effort (to include size and complexity) in the past, if so provide Contract Number(s), Point of Contact(s) (POCs), e-mail address, phone number, and a brief description of your direct support of the effort? 9. What are the core competencies of your employees that would support the requirements? Also provide the total number of individuals currently employed by your company capable of supporting the requirements. 10. Interested companies may also provide a quote mark White Paper quote mark (no more than 20 pages in length) describing how its products and technical expertise could produce and deliver such capabilities as described in the information below and attached PWS. Also, identify your company's past and current customers to which you provided similar products/services, including customer/company name(s), POCs, phone number, and address/e-mail where they can be contacted. The purpose of this Sources Sought Announcement is to identify potential sources with the technical capability and necessary resources to provide Foreign Military Sales (FMS) Program Support to SAMD. Programs involve planning, coordination, implementation, and monitoring of assigned equipment required to sustain Security Assistance Communications-Electronics programs established with our FMS customers. The Contractor shall assist country managers in researching foreign government requirements, ensuring delivery and identifying material, services and shipping requirements, and projecting costs for system life cycles. This effort shall include but not be limited to the support of implemented FMS cases under the area of responsibility (AOR) US Central Command (CENTCOM), the US Southern Command (SOUTHCOM), the US Northern Command (NORTHCOM), the US Pacific Command (PACOM), the US African Command (AFRICOM) and the US European Command (EUCOM). The contractor shall monitor open FMS cases and provide FMS program guidance to representatives of foreign countries, and other DoD components and commands. The contractor shall assist in the resolution of highly sensitive and complex issues, and assist in the development and implementation of corrective actions. The Contractor shall be required to provide subject matter expertise to support immediate short term FMS requirements in CONUS and OCONUS. Contract transition phase-in must be completed within thirty days, and shall ensure no interruption of operations during the transition. The below specific services required but are not limited to: Provide program support managers with specialized FMS experience to assist in duties that include but are not limited to: oConducting post-award coordination tasks oTrack and monitor contractor performance on multiple FMS cases and travel often into various countries and witness testing on behalf of the SAMD. oAssessing and determining details for contract modifications or amendments oProvide thorough financial reviews oEnsure all CDRLs for programs of record are submitted according to schedule oPerform thorough CDRL reviews to ensure that all CDRLs are submitted correctly; ensuring all technical data is covered. oParticipate in Program Reviews Provide in-country based C4ISR FMS experts to station/deploy into countries to perform C4ISR communication systems quality assurance tasks, witness testing, and assist in training events, and provide liaison/coordination between customer nations, embassies and SAMD. Provide weapon system support managers with specialized FMS experience to assist in duties to include but are not limited to: oConducting technical reviews and analysis for Letters of Request (LOR) oConducting market research oObtaining pricing and availability oVetting release oDeveloping ePadds and unique case notes oDeveloping Letters of Offer and Acceptance (LOA) oCalculating manpower oCoordinating total package advanced planning for weapon systems resulting from FMS and ensuring that Total Package Approach (TPA) sheets are accurate and are utilized in the case development process oExecuting LOA staffing oReceiving, processing and tracking requisitions oForecasting Congressional Notifications Provide technical and engineering support personnel with specialized FMS experience to assist in duties to include but are not limited to: oConduct market research and evaluate market research results to include providing systems engineering support in pre-contract award requirements determination. oDevelop Acquisition Requirements Packages (ARP) for definite and Indefinite Delivery Indefinite Quantity (IDIQ) contracts to include but not limited Statements of Work, System Requirements Documents and Independent Government Cost Estimates (IGCE) oPrepare and loading all COOLEST documentation oPerform FMS case technical evaluations for Government approval and assessing technical requirements oPerform systems engineering and analysis oMonitor configuration management of assigned equipment. oAnalyze contract technical deliverables oAdvise Source Selection Evaluation Boards (SSEB). oConduct and participate in witnessing test and acceptance events Provide acquisition support personnel with specialized FMS experience to assist in duties to include but are not limited to preparing and monitoring: oJustification and Approval (J&A) and Memo in Lieu of J&A oCountry directed sole source award process oUndefinitized Contract Actions oSource selection evaluation boards and plans oAcquisition cycle times oPWS development oThe roll of DCMA and DCAA in the FMS process oDefense Finance & Accounting Service (DFAS) oStatement of Work (SOW) oThe Contract Data Requirements List (CDRL) Provide SAMD database support personnel with specialized FMS experience or can easily learn the use of the following SAMD specific databases and systems: oDefense Security Assistance Management System (DSAMS) oCentralized Integrated System for International Logistics (CISIL) oSecurity Assistance Case Management Information System (SACMIS) oSecurity Assistance Activity Manual (SAAM), oContracting Opportunities On-Line and Engineering Support Tool (COOLEST) oLogistics Modernization Program (LMP) oStandard Operation and Maintenance Army Research and Development System (SOMARDS) oeCollaboration oDISA Direct Order Entry (DDOE) oCase Closeout Process Execution System (CCOPES) Provide on-site program management services support to the SAMD repair and return program through repair and return support personnel with specialized FMS experience. Provide administrative support personnel to provide assistance related to program/project management concepts and principles as it relates to FMS acquisition and mission execution; developing and presenting briefings and reports as required related to the day to day execution of the FMS program management support function, utilizing digital text and/or graphic files. PERIOD OF PERFORMANCE/PLACE OF PERFORMANCE The period of performance shall be a twelve (12) months base period from date of award with one (1) twelve (12) month option period. The primary place of performance for this Task Order shall be the CECOM-LCMC Security Assistance Management Directorate (SAMD) facility located at the Aberdeen Proving Grounds, MD. Performance at other CONUS, OCONUS TDY and permanent locations will include but not limited to New Cumberland, PA, Fort Belvoir, VA, Huntsville, AL, Brazil, Chile, India, Egypt, Jordan, Saudi Arabia, Taiwan, Netherland-Antilles, Canada, Romania and Lebanon.
