- Solicitatioin HDEC02-13-R-0001 Map NOTE: PRESOLICITATION NOTICE, HDEC02-12-R-0002 PREVIOUSLY POSTED ON OCTOBER 14, 2011 HAS BEEN REPLACED WITH THIS PRESOLICITATION NOTICE, HDEC02-13-R-0001. The Defense Commissary Agency (DeCA) is seeking interested sources capable of providing fresh fluid milk and other assorted fresh milk products to commissaries located in DeCA's East and Central Areas(northeast & southeastern region of the U.S.). The commissaries are located in New Hampshire, Maine, Massachusetts, Rhode Island, Conneticut, South Carolina, Tennessee, Mississippi, Louisiana, Arkansas, Alabama, Georgia, and Florida. The contractor is to furnish Fresh fluid milk and other assorted fresh milk products in various sizes to 43 commissaries in DeCA's East Region. The Fluid Milk products include Whole Milk, 2% Milk, 1% Milk, Skim Milk, Chocolate Milk (Whole, 1%, 2%, & Skim), Butterfat Milk, Eggnog, Whipping Cream (regular and heavy), and Half & Half. For the purpose of this solicitation, the 43 commissaries will be grouped geographically into four separate groups, as listed below. Group 1 (12 Commissaries): Whiting Field NAS, Pensacola NAS, Hurlburt Field, Fort Rucker, Eglin AFB, Tyndall AFB, Kings Bay NSB, Jacksonville NAS, Mayport NS, Patrick AFB, MacDill AFB, and Key West NAS Group 2 (8 Commissaries): Moody AFB, Albany MCLB, Fort Benning, Robins AFB, Camp Merrill, Fort Gordon, Fort Stewart, and Hunter AAF Group 3 (5 Commissaries): Parris Island MCRD, Charleston NWS, Charleston AFB, Shaw AFB, Fort Jackson Group 4 (13 Commissaries): Little Rock AFB, Barksdale AFB, Fort Polk, New Orleans NSA, Keesler AFB, Gulfport NCBO, Meridian NAS, Maxwell AFB, Gunter AFB, Columbus AFB, Redstone Arsenal, Arnold AFB, and Memphis NAS. Group 5 (5 Commissaries): Bangor ANGB, Portsmouth NSY, Hanscom AFB, Newport NETC, and New London. Estimated fluid milk quantities per product size: Gallons (128 oz) - 3,561,351 ½ Gallons (64 oz) - 3,479,752 Quarts (32 oz) - 822,604 Pints (16 oz) - 459,606 Each group will be evaluated separately and each group will be awarded on an all or none basis. The Government will award one or more contracts resulting from this solicitation based on evaluation criteria using the Best Value, Tradeoff procedures. A Fixed Price with Economic Price Adjustments, Requirements Type contract is contemplated. The base period of performance shall be for 12 consecutive months plus one, 12-month option period. The RFP will be released on or about April 26, 2013. The solicitation will be issued on an unrestricted basis. Soliciting under an unrestricted basis does not preclude any small business from submitting a proposal. Small businesses interested in submitting a proposal package may seek assistance from your local Procurement Technical Assistance Center (PTAC) or the Small Business Administration (SBA). Businesses interested in seeking teaming and/or subcontracting arrangements may register as an Interested Vendor for this solicitation. Businesses may also utilize the Small Business Administration's (SBA) SUB-Net bulletin board to post sources sought notices for teaming partners and subcontractors for solicitations and future contracts. To be eligible for an award, the contractor must be registered in the Central Contractor Registration (CCR) database and the Online Representations and Certification Application (ORCA). A contractor must register with the CCR at https://www.acquisition.gov and ORCA at https://www.acquisition.gov, and have established Electronic Funds Transfer (EFT) capability. The North American Industry Classification System (NAICS) code for this requirement is 311511(Fluid Milk Manufacturing) which has a business size standard of 500 employees. DeCA commissaries are Government-owned facilities designed to operate similar to commercial retail supermarkets that provide food items and other merchandise for resale to the military and their families at a cost savings when compared to the same or similar products sold in the commercial retail markets.
