- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. This is a combined synopsis/solicitation for procurement of Executive Furnishing for Ramstein Air Base, Germany, Building 201. The solicitation number is W912DY-13-T-0130 and the solicitation is issued as a Request for Quotation (RFQ). This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-55, effective 2 February 2012. This requirement is unrestricted. All future information about this acquisition including solicitation amendments will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. 2. The North American Industry Classification System (NAICS) codes are 337214 Office Furniture (except Wood) Manufacturing and 337211 Wood Office Furniture Manufacturing. Offerors must be actively registered in the System for Award Management (SAM) with no exclusions in order to be considered for award. The website for SAM is: https://www.sam.gov/portal/public/SAM/ 3. Carefully review the commercial item FAR clauses for information about requirements and instructions for submitting a quotation. The following provisions and clauses apply to this acquisition and any addenda to the provisions and clauses. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors- Commercial Items; FAR provision 52.212-3, Offeror Representations and Certification-Commercial Items; FAR Clause 52-212-4, Contract Terms and Conditions- Commercial Items; FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JAN 2011) - in paragraph (b) the following clauses apply; 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.222-50, 52.225-1, 52.225-13, 52.232-34. Offerors shall include a completed copy of 52.212-3 with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: DFARS 252.203-7000, Requirements to Compensation for Former DoD Officials DFARS 252.211-7003, Item Identification and Valuation (IUID) DFARS 252.212-7000, Offeror Representations and Certifications - Commercial Items; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; DFARS 252.225-7000, Buy American Act - Balance of Payments Program Certificate DFARS 252.232-7010, Levies on Contract Payments It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Government contemplates an award of a Firm Fixed Price Contract resulting from this solicitation. 4. Description of Services/Scope of Work (SOW): The contractor, independently and not as an agent of the Government, shall provide all necessary materials, labor, equipment and facilities, except as specified to be furnished by the Government, and shall do all that is necessary or incident to perform the requirements of this Scope of Work. The requirement is to order and receive furniture as specified in Attachment 3 (Statement of Work). The objective of this effort is to purchase furniture as specified in Attachment 1 (Contract Line Items Spreadsheet) and Attachment 2 (Furniture Item Descriptions). 5. Award of this contract is anticipated on or about 15 June 2013. All work performed under this contract shall be unclassified. The Government will award a purchase order contract resulting from this solicitation to the responsible offeror whose offer represents the best overall value to the Government in terms of Price, Delivery Schedule and Past Performance. 6. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Item. (Accessible at the FAR Site: http://farsite.hill.af.mil). 7. Submit the following documents in response to this Solicitation: a. Solicitation Cover Page signed and dated - Standard Form 18 b. Completely fill out the required information under Instructions to Quoters. c. Technical Capability Statement & Technical Documents as per the Furniture Item Descriptions, Attachment 2 d. Contract Line Item Spreadsheet, Attachment 1 (Price Quotation) e. Past Performance NOTE: Both the Technical Quote and Pricing Quote should be submitted as separate documents. 8. Offers are due not later than 26 April 2013, 1700 Central Standard Time.
