- The U.S. Forest Service, Okanogan-Wenatchee National Forest servicing Region 6 has a requirement for ERFO repair on three different roads: 1) Tiptop Road 7201, Scotty Creek Road 7324 and Deer Gulch Road 9726. Tiptop Road 7201: This work consists of repairing the storm damage on Forest Service Road (FSR) 7201 in two locations, at mile post 2.0 and at milepost 2.5, by replacing embankment fill material with pit run material from a commercial source, installing a grade dip, and finishing the native road surface for a smooth driving surface. Access is from Wenatchee, then west on US Highway 2/97 to the "Big Y" Junction of Highway 2 and 97 near Peshastin, then south on US 97 to milepost 180, then left on Camas Creek Road (Chelan County) southeasterly for 1.4 miles to Forest Service Road 7201, then right on FSR 7201 for 2.0 miles to the first repair site. OR access from the Blewett Pass/ Kittitas County on US Highway 97, 16 miles north of Blewett Pass to milepost 180, turning right at the same junction of Camas Creek road. The Government Estimate for Tiptop Road 7201 is between $25,000 and $100,000. Scotty Creek Road 7324: This work consists of repairing the storm damage on Forest Service Road (FSR) 7324 at mile post 3.5 by placing select borrow in the eroded trench, reconditioning the ditchline, installing a grade dip, and placing surfacing material. Access can be from either the North or the South. From Leavenworth travel East on US 2 for approximately 4, turn right onto Highway 97 South. Travel approximately 21 miles then turn right on to FSR 7324 (Scotty Cr), continue for approximately miles 3.5 miles to the project site. From Ellensburg travel North on Highway 97 for approximately 30, turn left onto FSR 7324 and continue for approximately miles 3.5 miles to the project site. The Government Estimate for Scotty Creek Road 7324 is between $25,000 and $100,000. Deer Gulch Road 9726: This work consists of repairing the storm damage on Forest Service Road (FSR) 9726 in two locations. The site at mp 3.2 will require removal and disposal of an existing 18" pipe, installation of an 18" pipe in a modified location, excavation of material in the cut bank to be used in repairing the roadway, and finishing to an outsloped road surface for approximately 150 feet. The site at mp 4.0 will be repaired by importing free draining pit run material and rebuilding the fill embankment which has failed. The pit run material is to be obtained from a weed-free commercial source. At both sites, the work includes restoration of the damaged native surfaced road. Access is from Cle Elum, then east and north on US Highway 970/97 to the Liberty Road (Kittitas County), then right on the Liberty Road for 0.7 miles, then right on road 9726 for 3.2 miles to the first repair site. The Government Estimate for the Deer Gulch Road 9726 project is less than $25,000. Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies, incidental supplies necessary to perform all work described in accordance with drawings and specifications of the contract. Contractor will be paid for actual work performed. The Contractor shall utilize products and materials that promote energy conservation, pollution prevention, waste reduction, use of recovered materials, that are environmentally preferable, and are made from bio based materials (e.g. insulating foam, composite panels, concrete with fly ash, wood and concrete sealers) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered. The Contractor shall assume all risk, loss, damage, or expense arising out of prosecution of the work, except as otherwise provided in the contract. Award will be made in sufficient time for planning and preparation with on-site work to start on or after June 1, 2013. Work is to be completed by June 30, 2013. There is no instream work. The contract time of the project is 30 days for each individual project. A firm-fixed price contract is contemplated requiring submission of both a technical factors and a price quote. It is anticipated award will be made by project area. Award will be made to the offeror whose offer the best value to the Government. Only one award, or separate awards may be considered by project area. This acquisition is determined to be under the Small Business Competitiveness Demonstration Program and posted for 100% small business set aside. Contractors are required to be registered with the SAM system (www.sam.gov). The solicitation with specifications and wage rates will be posted to the https://www.fbo.gov/ website on or after May 14, 2013. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the Request for Quote package and any applicable amendments, offerors must download them from the https://www.fbo.gov/ website.
