- This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. The intent of this Sources Sought Synopsis is to identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Businesses, Woman-Owned Small Businesses, Economically Disadvantaged Woman-Owned Small Businesses and/or Service-Disabled Veteran-Owned Small Businesses. This Sources Sought Synopsis is one facet in the Government's overall market research in regards to whether the proposed solicitation will be issued as a competitive set-aside or as full and open (unrestricted). No procurement strategy will be determined based solely on the information received in response to this Sources Sought Synopsis. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation. Naval Facilities Engineering Command Southwest is seeking Small Business, SBA certified 8(a), SBA certified HUBZone, Woman-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB) and/or Service-Disabled Veteran-Owned Small Business(SDVOSB) sources with current relevant experience, personnel, and capability to perform the Architect/Engineering (A/E) services required for a firm fixed price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Petroleum, Oil and Lubricant (POL) systems at various Navy and Marine Corps Facilities in California, Arizona, Nevada, Colorado, New Mexico and Utah. The preponderance of the work will be in Southern California Required A-E services are primarily for: preparing Request for Proposal (RFP) packages for Design Build projects, preparing fully designed plans and specifications, surveying and site investigations, corrosion/cathodic protection analyses, development of project brochures, all engineering studies and analyses of any or all components of a POL system and its support facilities, integrity assessment that includes American Petroleum Institute (API) inspection and testing of storage tanks, pipelines, pressure vessels, pumps, control systems, all associated fuel equipment and electrical systems supplying POL equipment and ancillary support facilities, spill management, construction inspection and engineering consultations services during construction. Required A-E support services may also include: topographic surveying; soil borings, cost estimating and Life Cycle Cost (LCC) analysis, economic analysis, design in accordance with antiterrorism requirements; Quality Assurance Plan and Operation and Maintenance Support Information (OMSI) preparations, planning/DD Form1391 preparation, identification and abatement/removal of contaminated soil and other hazardous materials; environmental studies in support of permit applications to federal, state and local agencies, addressing constructability issues, such as phasing of work in occupied and unoccupied facilities and disruption of both utilities and operations of the site and building occupants during construction. Types of projects may include, but are not limited to, new construction, repair and renovation of POL systems and its support facilities. POL systems include all components of Receipt, Storage, Transfer and Issue equipment. Support facilities include all utilities that supply POL systems and structures, building and associated equipment that directly support POL System operation. The North American Industry Classification System (NAICS) Code is 541330 (Engineering Services) with a Small Business Size Standard of $14 million. The proposed contract will be for one base year with four one-year renewable options, resulting in the contract performance period of maximum five years. The estimated total contract price for the base year and all option years combined is $20,000,000. The minimum value of individual task orders would be $5,000. The maximum value of individual task orders would be $3,5000,000. Interested Small Business, SBA certified 8(a), SBA certified HUBZone, Woman-Owned Small Business, Economically Disadvantaged Woman-Owned Small Business and/or Service-Disabled Veteran-Owned Small Business sources are invited to respond to this sources sought announcement by completing the following sections of the SF330 Architect-Engineer Qualifications in the following manner: Part 1 - Contract Specific Qualifications: Complete Section A - Contract Information. Complete Section B - A-E Point of Contact. In addition to name of firm in Block 5, provide your firm's Dun and Bradstreet Number (DUNS) and state if your firm is SBA Certified 8(a), SBA Certified HUBZone, SDVOSB, WOSB, EDWOSB or Small Business. A set-aside cannot be reasonably determined without size and socio-economic designations. Section E - Resumes: Provide up to a total of five (5) resumes for key professionally registered engineers that would be responsible for completing the required services. Include the geographic location of the individual on the resume. Two of the professionally registered engineers (preferably both mechanical or one mechanical and one petroleum engineer) must have at least 5 years design experience in POL systems on staff with the prime firm that will be part of the Key Personnel team. At least one of the key professionally registered engineers shall be American Petroleum Institute (API) 653 and 570 certified. Each resume shall include a maximum of five (5) specific, recently completed projects (completed within the past 5 years) in which the key personnel had a significant role that demonstrates the person's capability relevant to her/his proposed role in this contract. Identify the role and responsibilities of the key personnel for each project. Note: The firm must be able to show that they have primary capability in POL design and engineering and should be able to show that they are aware of or capable of acquiring knowledge of current POL related federal, state and local environmental regulations including the current and applicable regulations of the Marine Oil Terminal Standards (MOTEMS) and applicable sections of Chapter 49 of the Code of Federal Regulations (CFR). Section H - Additional Information: On a maximum of two pages, list a maximum of ten specific, recently completed (completed within the past 5 years) projects that demonstrate experience in the required services in the types of projects listed above. List each project by a brief paragraph including the project title, location, A/E fee, construction cost, completion date and how each project reflects experience in the required primary services. Again, each project shall be one paragraph in length. Section H - Additional Information: On a maximum of one page, provide two brief paragraphs, one addressing "Location" and one addressing "Capacity". Entitle the first paragraph "Location" and within that paragraph indicate the location of the firm's main office and branch offices, and describe the team's knowledge and availability to work in the proposed geographical area. Entitle the second paragraph "Capacity" and within that paragraph indicate the number of employees within the firm responsible for providing POL systems related engineering services. The Offeror/Contractor must demonstrate adequate in-house staffing capable to self-perform at least 50 percent of the cost of the contract as required by FAR Clause 52.219.14 (b)(1) Limitation on Subcontracting. Section I - Authorized Representative: Ensure the authorized representative of the firm signs the page attesting to the information provided in the sources sought response.
