Description
The updated sources sought is seeking information regarding commerical availability of small business socio economic 8 (a) program vendors. Solicitation Number: W911S8-12-R-0017 Notice Type: Sources Sought Fire Suppression and Fire Alarm Monitoring Maintenance Services at Joint Base Lewis-McChord, and Yakima Training Center, Washington Thank you for taking the time to assist us in gathering this information! Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is currently conducting market research to determine the existence of viable commercial sources capable of providing scheduled and unscheduled maintenance services and repair of installed facility and kitchen suppression systems, fire alarm panels, fire alarm panel activation devices (pull stations, heat/smoke and carbon monoxide detection systems), auxiliary circuits, associated transceivers, Frequency Modulated (FM) antennas, Central Monitoring Base Station and Remote Monitoring Station located at JBLM-Main, JBLM-North, JBLM-McChord, and JBLM-Yakima Training Center (YTC), Washington. The anticipated period of performance is a base year (1 November 2013 through 31 October 2014) with the possibility of exercising 1-year options for up to two periods. An important outcome of this research is the possibility of setting aside this acquisition for exclusive competitive participation within a specific Small Business Administration (SBA) program in accordance with (IAW) FAR 19.201(a). Specific SBA programs are veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, economically-disadvantage women-owned small business, and women-owned small business. MICC, JBLM is seeking industry information and comments from sources with capabilities to perform the contract and with relevant experience in all of the functional areas mentioned in the Description of Services. Interested parties shall complete and submit the below questionnaire to the Government. The Government advises that providing responses to the questions will not automatically include you in the acquisition process for future solicitations. DISCLAIMER: This Sources Sought (SS) is submitted in accordance with 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997). This SS is for planning purposes only and is not a Request for Proposals (RFP), Invitation for Bids (IFB) or as an obligation on the part of the Government to acquire any services. Responses to this SS shall not serve as proposals, bids, or offers that prelude the Government to form a binding contract. MICC JBLM will not accept unsolicited proposals related to the subject of this SS. The responder must clearly identify any information it considers sensitive or proprietary. All information received in response to this SS that is marked quote mark Proprietary quote mark will be handled accordingly. Responses to this SS will not be returned. Description of Services: The contractor shall furnish all management, tools, supplies, equipment and labor necessary to examine, restore, maintain, repair, clean and perform testing of installed facility fire sprinkler systems, kitchen fire suppression systems, clean agent suppression systems, fire pumps, fire pump monitoring devices, fire sprinkler monitoring devices. Additional equipment includes foam systems, automatic fire alarms, Fire Control Alarm Panels (FACP), associated devices, (activation, warning and auxiliary), electrical/electronic components of the systems. The contractor shall provide testing and programming to the Monaco D-21 fire management system located at the interior electric shop in BD2045, programming facilities transmitters/receivers systems, programs alarm system software when needed, establish computer systems networking, and Mass Notification Systems (MNS). The contractor shall provide updated Computer-Aided Design (CAD) (current year) drawings in a manner that will ensure fire systems serviceability and proper operation. Contractor shall submit reports to Joint Base Lewis-McChord (JBLM), Washington (WA). Joint Base Lewis McChord (JBLM) - Main, JBLM- North, JBLM-McChord Field, and Yakima Training Center (YTC); WA will be the work sites. All performed work shall comply with and be in accordance with (IAW) the Unified Facilities Criteria (UFC) 3-601-02, NFPA Standards 10 through 25, 70, 72, 96, base requirements and the manufacturer's instructions. The UFC 3-601-02 shall take first precedence over other guidance.
