- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive RM 1E142, Rockville, MD 20892. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Office of the Director (OD) plans to procure on a sole source basis with REES Scientific Corporation, 1007 Whitehead Road Ext., Trenton, NJ 08638, to modernize, upgrade, and consolidate many of the components of the existing Rees scientific alarm system to a modern, wireless system. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 334519 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for six (6) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The NCI is in need of purchasing, installing, and fully validating an expansion of the existing scientific alarm system (SAS) currently located on the Bethesda campus in Buildings 10, 41, and 37. The purchase will consist of adding a new node in Bldg. 37 and other Rees components to make the expansion functional. The new system must include features such as the "Buddy Watch" alarm function which will connect to the existing system as well as the ability to add V2-2.4GHz wireless transmitters that buffer data every 5 minutes with 7 days of memory. For approximately 20 years, NCI has been successfully using the Rees Scientific Monitoring system to support -80C freezers, CO2 incubators, -20C freezers, and +4C cold rooms. These pieces of scientific equipment house and store biological samples that are used in biomedical cancer research, many of which are irreplaceable. The backbone of this SAS is in place and has been invested in over the years. It would be prohibitively expensive to replace this system wholesale, as it is already installed and functioning. The current existing hardware/software systems and the performance record that NCI has had with Rees over the years make Rees Scientific Corporation the only viable source to meet the NCI's needs. The contractor shall be responsible for the delivery of a fully functional Enterprise node alarm system. The contractor shall deliver a physical Enterprise Node system and associated hardware. This includes the Enterprise node, several V2 Nets (wireless communication devices placed next to scientific equipment), and approximately 15 alarm points. These are thermistor type probes and are physical installed within -80C freezers and other scientific equipment for temperature monitoring. Once all installation work is completed, the contractor shall deliver the operations manual and validation paperwork that confirms all probes are installed and functioning, all V2 Nets are installed and functioning properly, and the Node itself is functioning properly. A short training session for operations staff shall also be delivered. The proposed contractor, REES Scientific Corporation, is the proprietary holder of the existing alarm systems and to the knowledge of the NCI has no resellers. Thus, Rees Scientific Corporation is the only known source to obtain the required upgrade. This is not a solicitation for competitive quotations. However, if any interested party, especially small businesses, believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on May 13, 2013. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
