- The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to make an award to The Population Association of America (PAA), 8630 Fenton Street, Suite 722, Silver Spring, MD 20910 to perform analyses for the National Children Study (NCS) Program Office on a number of Primary Sampling Units (PSU's) required to achieve a sufficiently diverse sample of participants, in terms of demographic characteristics and geographic exposures. The sole source determination is based on that the PAA is a scientific, professional organization established to promote the improvement, advancement and progress of the human race through research of problems related to human population. The Association members are the foremost authorities on probabilistic samples, demographics, economics and surveys of the U.S. population. The scope and proposed design of the NCS require functional knowledge of each of these areas. The expertise that can be accessed through this single source saves the government time and money when compared to acquisitions by other mechanisms such as assembling teams of scientists individually from other organizations. It is likely that an award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This solicitation is not a Small Business Set-Aside. This notice of intent is not a request for competitive proposals, however; all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. It is anticipated that the RFQ NIH-NICHD-13-036 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. All interested parties to this solicitation may request a copy of the RFQ package in writing to the attention of Ms. Patricia Haun at National Institute Child Health and Human Development (NICHD), 6100 Executive Blvd., Room 5Z00, Rockville, MD 20815 or via email Haunp@mail.nih.gov.
