Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FM442730790852; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66 effective February 28, 2013; Defense DCN 20130419 effective April 19, 2013, and AFAC 2013-1107 effective 27 March, 2013. This acquisition is set aside for small businesses; The North American Industry Classification System (NAICS) code 339940 The business size standard is 500 employees. The Federal Supply Class (FSC) is 7520. The Standard Industrial Classification (SIC) is 3579. Travis AFB has a requirement for a LabeLase 1000 Tag Printer or equal • 0001-AA- LabeLase 1000 Tag Printer or equal to the below listed characteristics; includes necessary computer software - Produces customizable tags and labels of varying sizes - Permanently engraves or laser etches label information - Is fully functional without an online connection - Is capable of producing bar codes up to 25 characters - Does not require an annual license fee for use of label/tag design software - Utilizes etchable tags that are: o Of metal, aluminum, or like material (not sticker-type or paper-based) o Capable of withstanding steam, chemical, and plasma sterilization while maintaining adhesive and etching characteristics o Capable of withstanding daily cleaning with medical-grade disinfectants while maintaining adhesive and etching characteristics Award shall be made in the aggregate, all or none and in accordance with the salient characteristics listed above. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (End of Clause) 52.232-99 -- Providing Accelerated Payment to Small Business Subcontractors (DEVIATION) This clause implements the temporary policy provided by OMB Policy Memorandum M-12-16, Providing Prompt Payment to Small Business Subcontractors, dated July 11, 2012. (a) Upon receipt of accelerated payments from the Government, the contractor is required to make accelerated payments to small business subcontractors to the maximum extent practicable after receipt of a proper invoice and all proper documentation from the small business subcontractor. (b) Include the substance of this clause, including this paragraph (b), in all subcontracts with small business concerns. (c) The acceleration of payments under this clause does not provide any new rights under the Prompt Payment Act.
