- Notice type: Sources Sought Posting date: April 29, 2013 Response date: May 3, 2013 Classification code: Z-Maintenance, Repair or Alteration of Real Property NAICS code: 333921 - Elevator and Moving Stairway Manufacturing FSC: Z2PZ This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Walla Walla District is seeking business sources for a service requirement entitled: quote mark Dworshak Project Elevator Repair quote mark. This is anticipated to be issued as a Firm Fixed Price contract. The purpose of this sources sought is to determine interest and capability of potential qualified businesses relative to the North American Industry Classification code (NAICS) 333921. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1)Your intent to submit a proposal for this project when it is formally advertised (2)Name of firm with address, phone and point of contact. (3)CAGE Code, DUNS number or a copy of System for Award Management (SAM) information (4)Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in fabricating similar products, up to three (3) past projects for which your firm was the prime contractor. The SOC should be no more than three pages in length. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. The U.S. Army Corps of Engineers, Dworshak Project, North Tower Elevators (Upstream/P1 and Downstream/P2) were refurbished in 2010 and have since experienced some significant performance problems due to original installation defects that have been so severe as to prevent equipment acceptance on the Project's standing elevator maintenance contract. The two passenger elevators operate in the North Tower of the dam and serve eleven floors and 634 feet of vertical distance. The new elevator hoist equipment consists of Hollister-Whitney Elevator Corporation Overhead Traction #74 Machines (with Drum Brake). The Downstream/P2 counterweight ropes rub on the rope gripper base during travel, and the maintenance contractor requires this problem be remedied as the last requirement before acceptance. In addition, the brake assembly on P2 was not properly set up, calibrated, or lubricated, nor were its sensor wires connected, by the refurbish contractor, and this condition remains. In December 2012, an event occurred that caused overheating on the gearbox at the thrust bearing end; the contractor maintenance mechanic who was there during the event believed there might be a problem with the thrust bearing; subsequently, another contractor maintenance mechanic operated and inspected P1 and, only witnessing normal operation, believed the overheating event was most likely result of the brake shoes not disengaging during the previous operation. P2 has been out of service since 20 December 2012. Upon inspection it was determined that the thrust bearings and sleeve bearings need replacement on the Downstream/P2 North Tower Elevator. Access to these bearings is limited as the system is approximately one foot away from a concrete wall. Services would require, but are not limited to, accessing the bearing housing, diagnostic services to address the bearing and shaft faults, replacing the needed bearings, supplying all applicable parts and supplies, and conducting a safety load test to ensure normal operation. Full and complete requirements will be provided in a future solicitation if issued.
