- Description
- The Department of Energy, Golden Service Center, intends to award a sole source contract, in accordance with the Federal Acquisition Regulation (FAR) 6.302-5, to the National Institute of Building Sciences (NIBS). Authority to sole source to NIBS is provided for in 12 USC 1701j-2(g)(3). This contract will be awarded to assist in the development of the voluntary national guidelines for commercial advanced energy professionals. The National Guidelines for Commercial Advanced Energy Professionals are intended to include requirements for competency-based professional certifications, training-based certificate programs, and registered apprenticeship programs. In order to develop these Guidelines, the Department of Energy will acquire contractor services to: ? Conduct preliminary market research and outreach meetings with key industry stakeholders. ? Review, revise and validate the DOE/National Renewable Energy Laboratory (NREL) Job Task Analysis (JTAs) for 3-4 commercial advanced energy workforce occupations (depending on industry feedback): Energy Auditor, Energy Manager, Commissioning/Retro-commissioning Specialist or Authority, and Building/Stationary Engineer. ? Use the validated JTAs to develop National Guidelines for professional certifications (certification schemes and exam blueprints), and for training-based certificates (general requirements and key learning outcomes). ? Develop a legal framework and establish agreements and terms of use related to the Guidelines with third-party certification bodies; develop a plan to maintain and update the Guidelines over time; develop and execute a deployment strategy. ? Develop the Guidelines in compliance with the ANSI/ISO/IEC 17024 requirements. The estimate of work under this contract is for 2 years, with a program magnitude of approximately $700,000. No RFQ will be issued for this requirement. Interested parties may identify their interest and capability to respond to this requirement, no later than May 10, 2013. However, a determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
