Description
Contracting Office Address NASA/John F. Kennedy Space Center, Procurement, Kennedy Space Center, FL 32899 Description NASA/John F. Kennedy Space Center plans to issue a Request for Proposal (RFP) for NNK13470713R, Manhole Arc-Flash Testing. The primary tasks of the construction firm will be to construct a manhole testing structure, transport it to a testing facility, and provide Arc-Flash testing. A list of tasks associated with the proposed work includes, but is not limited to, the following: 1. General: a. No work is to be performed at the Kennedy Space Center. b. Provide support services to assemble common commercially available medium voltage cable system components into test assemblies at the Contractors place of business. c. Subcontract with a high voltage and current test laboratory and coordinate with the laboratory regarding the testing to be performed. NASA has identified two potential laboratories located in North America that can perform the testing: 1. KEMA Powertest LLC, Chalfont, PA. 2. Kinectrics Toronto, Canada d. Provide support services to transport, assemble, and disassemble test assemblies at the test laboratory site. Provide support during the cable splice failure testing (est. 5-days). 2. Support Services: a. Obtain any necessary Governmental approvals required for travelling to and performing work at the test laboratory site. Coordinate all testing and safety procedures with the testing laboratory. b. Using commercially available materials, fabricate test assemblies for use at the high voltage laboratory. Test assembly is to be completely pre-assembled and demonstrated for the Government at the Contractors location. Equipment will subsequently be disassembled and shipped to the test laboratory for use in the testing. The following major elements are required: 1. Concrete manhole including customized access provisions, cable racks, and lighting. 2. Dead-front medium-voltage cable sectionalizing cabinet and dead-break connectors. 3. Schweitzer Engineer Laboratory (SEL) protective relay and cabinet, including potential transformers and cabinet, current transformers, instrument transformer secondary cables, personal computer and (SEL) software. 4. Medium voltage power supply cable sections and terminations. 5. Manikin, arc-flash PPE, and arc-flash blankets. 6. Intentionally faulted medium voltage cable splice sections. c. Transport, unload, and assemble all materials and equipment at the test laboratory site. Provide any crane and fork-lift services required to set the manhole and other equipment. d. Provide work crew at the testing laboratory site for the entire test duration for preparing splices and supporting the laboratory requirements. Augment crews as required for initial set-up of equipment and removal of equipment. e. Disassemble, remove, and dispose of materials and equipment from the test laboratory site. Provide any crane and fork-lift services required to remove the manhole and other equipment. f. Prepare and submit test report with all test results and documentation to the Government. The NAICS code for this procurement is 237130 with a small business size standard of $33.5M. The effort will include the following tasks: Task 1 (Base Bid) Manhole Arc-Flash Support Services Task 2 (Base Bid) Testing Laboratory Services Each task shall be bid separately. The Performance Period including all tasks shall be completed in 365 calendar days after notice to proceed. In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude of Construction Projects, the estimated price range is as follows: The total estimated cost of this project is in the estimated construction contract price range of between $500,000 and $1,000,000. The acquisition shall be conducted as a 100% Full and Open Competition. The anticipated release date of the RFP is on or about May 13, 2013 with an anticipated offer closing date of on or about June 13, 2013. The firm date for receipt of bids or proposals shall be stated in the RFP. There will be no site visit for this project. A Scope of Work will be made available for download through the posted solicitation. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note 'B'. The solicitation and any documents related to this procurement shall be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
