- The U.S. Army Corps of Engineers, Europe District plans to issue a solicitation for a design-build project. The project consists of Family Housing Improvements, located at Smith Kaserne, Baumholder, Germany. PN 78475 - Renovations of Bldgs 8006, 8013, 8035, 8038, 8061 & 8062. Work consists of reconfiguring 104 under-sized inadequate multi-story stairwell apartments, into 72 adequately sized Family housing apartments (36 x three-bedroom units, Junior Non-Commissioned Officer quarters (JNCO) & 36 x four-bedroom units Junior Non-Commissioned Officer quarters (JNCO). 32 Dwelling Units will be lost due to modernizing during renovation. Renovation work for this project includes, but is not limited to, deteriorated building components replacement, floor plan reconfiguration to increase unit size (right-sizing), fire protection and energy conservation improvements, compliance with Force Protection Criteria as pertaining to Stairwell Army Family Housing (AFH) units, fire alarm/sprinkler systems; common stairwell area renovation; private laundry in all apartments; restoration of existing kitchens and baths or replacement of those displaced by reconfiguration and still required (to include adding a second bathroom where required); alteration of heating, interior plumbing, electrical, TV, telephone, interior partitions, closets, and doors; repairs in basement areas and storage rooms; plaster and paint, selected plumbing, electrical systems and other support systems. Work also includes repairing as necessary, failed and failing gutters, downspouts and roof tiles, exterior insulation, selected plumbing, electrical systems and other support systems. Supporting facility work involves additional trash enclosures, upgrading electrical, water, and sewer utility distribution systems, upgrading landscaping, and provide two off street parking spaces per unit, all in accordance with the local Housing Community Plan. The project includes removal of asbestos, lead-based paint and polycyclic aromatic hydrocarbons (PAH) when encountered on the interior of the buildings. Design and construction includes requirements of current Sustainable Design and Development Policy Update (Environmental and Energy Performance). At least five percent of these units will be accessible or readily and easily modifiable for use by persons with disabilities. The proposed facilities construction will be administered by the US Army Corps of Engineers Europe District and under United States procurement laws and regulations. The contract will be awarded and paid in Euros. Responses are desired from firms who can demonstrate recent and relevant experience and past performance in design/construction in Germany, but expressions of interests will be accepted from all interested parties. The qualifications of the construction firm along with the submitted price will be evaluated by the Government and award will be made to the overall Best Value. The estimated magnitude of construction is between $20,000,000 and $40,000,000. The period of performance is 455 calendar days from issuance of Notice to Proceed (NTP). This is an unrestricted procurement. The North American Industrial Classification System Code (NAICS) is 236118.
