- Wage Grade Determination M0026313T0020 SF1449 THIS IS A COMBINED SYNOPSIS/ SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. Solicitation number M0026313T0020 is issued as a request for quote (RFQ) using the commercial procedures in accordance with FAR Part 12 and the Simplified Acquisition Procedures in FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 and DFARS Publication 20130412. The North American Industrial Classification System (NAICS) code for this requirement is 238220 and the small business size standard of $14 Million. This solicitation is issued for 100% small business set-aside. The Regional Contracting Office, Marine Corps Recruit Depot- Parris Island, SC intends to solicit and award a Firm Fixed Price contract for the replacement and installation of 1 (one) compressor for a chiller located at Building # 149 and the replacement and installation of 4 (four) compressors for a chiller located at Building # 159. All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 M0026313T0020 attached to this synopsis. Offerors responding to this announcement shall submit their proposals in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the attached SF1449. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the provision DFARS 252.225-7000 Buy American Statute--Balance of Payments Program Certificate, with its offer. The Government award will be made on the basis of the lowest price technically acceptable. Technical Acceptability: Offeror shall meet the requirements as outlined in the Statements of Work provided in Section C of the attached SF1449, submit specifications for all equipment, and provide a minimum warranty period of one (1) year for parts and labor. Any offer with a quoted installation start date of greater than 45 days after receipt of contract will not be accepted. A site visit is scheduled for Monday, 6 May 2013, 100 PM EDT, BLDG 159, Regional Contracting Office MCRD Parris Island, SC 29905. Any interested offeror shall contact chad.dando@usmc.mil and kacy.mohead@usmc.mil confirming their attendance. Any/all questions regarding this RFQ shall be received by this office by May 06, 2013 at 0500 PM EDT. All responsible small business sources may submit a response which, if timely received, will be considered by the agency. It is the intent of the Government to issue one award; however, the Government reserves the right to issue multiple awards. Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" in accordance with FAR 52.212-1(f).
