Description
The U.S. Army Corps of Engineers, New England District is issuing this sources sought announcement for a construction project for emergency streambank protection along the Connecticut River, Middletown, Connecticut to determine interest, availability and capability of 8(a), HUBZone, service-disabled veteran-owned and small business concerns as described below. The NAICS code for this procurement is 237990. Work will begin in September 2013 and will extend over a 6 month period. The estimated construction cost is between $1,000,000 and $5,000,000. The work consists of stabilizing approximately 1,300 feet of riverbank along the Connecticut River in Middletown, Connecticut on the eastern side of the Municipal John S. Roth Well Field on River Road. The work is required to stabilize the shoreline and prevent further erosion of the riverbank. The completed project will be turned over to the city of Middletown. The construction will be conducted in the wet. To reduce construction sedimentation, the contractor will employ a floating silt curtain in the river. The construction will consist of a stone toe along the bank below the water surface which will be buried, and then a layer stone revetment leading up the slope at which point the revetment will become recessed and covered with a layer of topsoil that will continue up the remainder of the bank to the crest. The construction will follow the existing topography of the land adjacent to the river. The topsoil will then be planted with native herbaceous and small shrub vegetation which will extend to the crest of the slope. The upper crest of the slope will then be re-planted with native trees. The upper portion of the bank above the stone revetment will be covered with biodegradable erosion fabric and vegetated with woody shrubs and vines with the stone revetment placed along the lower section and along the toe of the bank. Land equipment will be required for excavation and movement of materials. It should also be noted that space for staging of equipment and materials will be on site, with access from River Road. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications of the team and experience in performing the work requirements stated above. Please include at least two specific examples of the firm's experience. Proof of bonding capability is required. Responses are due May 20, 2013. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
