AMENDMENT 0002: The purpose of this amendment is to 1) extend the due date for proposal to May 14, 2013 at 1:00pm ET and 2) to post remainder of Government responses to Clarification Questions from offerors. See Below. Q25. Paragraph H.3. Release of Information under the Freedom of Information Act appears inconsistent with FOIA Exemption 4 of the statute. Please consider deletion. A25. In accordance with 3424.203 in the EDAR, the Government must include the clause.3452.224-70 RELEASE OF INFORMATION UNDER THE FREEDOM OF INFORMATION ACT (MAY 2011). Q26. Section I.84c of the RFP states the Base Period of August 25, 2013- August 24, 2015 which is 24 months while the SOW, Section I.A.2 states the Base Period will run 19 months from date of award through April 15, 2015. Please correct and/or clarify the period of performance. A26. Period of Performance of Base Period is 19 months Q27. Past performance reference due dates are specified as within 10 calendar days of when solicitation is due. On p. 62 of RFP, section Past Performance References, it states that completed references are due on the same date as the solicitation. Please clarify when completed past performance references are due. A27.Past Performance reports are due the same day as the solicitation. Q28. The second sentence in the first paragraph states "Proposals submitted in response to this solicitation must be prepared in three parts: a "Technical Proposal," a "Business Proposal," and “Past Performance Report.”" The third paragraph states "Offerors must submit... Business proposal electronically as an EXCEL WORKBOOK" In which volume do we submit Section K and our Subcontracting Plan which are both Word documents? Are we to assume that the electronic version of the "Business Proposal" is only a subset of the hardcopy "Business Proposal"? A28. Place a copy of Section K and the Subcontracting Plan in the Technical and Business proposals. The electronic version of the Business proposal should be the entire volume in PDF plus a copy of the budget portion in Excel workbook. Q29. May bidders include fee on non-labor items for CPFF Tasks? A29. It is at the bidders’ discretion to include fee on non-labor items. However, The Government reserves the right to question whether proposed fees are “fair and reasonable” through negotiations. Q30. Please clarify the period of performance for Part C: IPEDS Option (6 months and what tasks should be included? A30.Please provide pricing schedule with labor rates that would be proposed should the period of performance is extended for 6 months per clause 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999) Q31. Please clarify the Period of Performance for Part D: IPEDS Project (5 year renewal). Is this intended to cover four full data collection cycles (2017-18, 2018-19, 2019-20 and 2020-21)If so, please also reconcile with POP in RFP Section I.84. A31.Yes, Renewal period of 2017-2022 will cover four cycles Q32. Please define what is meant by the term "project year" for pricing purposes. Similarly, can you confirm what is meant by "price per year"? Does this refer to calendar year, GFY, data collection cycle, etc? A32. The Government is requesting a price per year and price per data collection cycle. However, since the base period will only be 19 months, there should be an estimate for time of award to April 2014, April 2014 -April 2015, April 2015 - April 2016 and so forth. Q33. "The Level of Effort for this procurement is estimated at approximately 38,925 hours for the base period" For estimating purposes, do the 38, 925 hours include the previous 5 months which make up the survey cycle of 24 months or just the 19 monthsIf the number represents just the 19 months, will the Government provide the additional hours since there are tasks conducted up front which seem to indicate that more hours are spent up front than in the last 19 months of the survey cycleWhat is the total LOE estimate for the full data collection? A33. The Government estimates for the 5-month part, 38,660 hours and for a typical 24-month cycle we have 54,525 hours. This includes downgrading the amount of hours allocated to Task 6 from 32000 to 22000, based on info from the current IPEDS contract. Q34. "It is required that your business proposal contain enough information for a cost realism determination to be made. Offerors are expected to use their best business judgment in submitting the necessary information." In order to establish a level playing field, would the Government consider providing the type of necessary information that would be required? A34.The Government has provided guidance in the details of the business proposal instructions. Q35. Suggest including FAR 52.244-6 Subcontracts for Commercial Items in the solicitation A35. Clause will be included in subsequent contract awarded. Q36. For Optional Task A, Integrate the Campus Crime survey and the Equity in Athletics Disclosure Act survey into the IPEDS web-based data collection system, will IES be working with OPE on this initiative, or will IES be taking over the 2 additional surveys? If so, will IES use OPE's data analysis cutting tool if this optional task is executed? A36. If exercised, this option would have IES taking over the administration of these surveys. If exercised, IES anticipates that it would integrate the reporting and dissemination of this data into the already existing IPEDS reporting and dissemination tools, to the extent feasible. Q37. For Optional Task B, Conduct of a National Data Institute, will the National Data Institute be coordinated with the National Science Foundation (NSF) and the Association for Institutional Research (AIR), or will IES-NCES take over the initiative if this optional task is executed? A37. The National Data Institute is an NCES initiative. NCES and NSF has provided the support for the work. The Association for Institutional Research (AIR) has been the subcontractor performing this work under the current contract. If exercised, the contractor would conduct a National Data Institute. Q38. Page 8 of the RFP references three Optional Tasks including A. Integrate the Campus Crime survey..., B. Redesign and develop College Navigator and C. Conduct the Natl Data Institute. However, on pages 4, 23-24, 33, and 35 of the PWS, there are only two tasks listed and Option B is about Conducting the National Data Institute. Please clarify if you'd like us to respond to all three Options listed in the RFP and if so, are there are any further requirements for redesigning and conducting College Navigator. A38. College Navigator has been eliminated from this solicitation Q39. Page 8 under the Task 3 Introduction paragraph states "All software shall ultimately be operational on the NCES servers located at 1990 K Street, NW, Washington, DC." Does IES have a COOP or failover architecture at any other locations? Are there current requirement to provide COOP operation? Can IES share the current Infrastructure Architecture and Software/Hardware inventory? A39. All IES web hosting systems currently run on Window 2003 servers, SQL Server 2005, and support asp.net web applications for.net frameworks 2.0 - 4.0, and MVC 3. Q40. Page 8 under the Subtask 3.1 states Page 8 under the Task 3 Introduction paragraph states "The testing site on the contractor’s servers shall be made available at least 4 weeks prior to the survey cycles opening" Does this statement imply that the contractor should maintain their own Development/Test/Training Infrastructure in our Data Center or the Contractors servers located in IES location at DC? A40. Yes. The contractor should maintain their own development/testing infrastructure. Q41. Page 8 under the Subtask 3.1 states Page 8 under the Task 3 Introduction paragraph states "The testing site on the contractor’s servers shall be made available at least 4 weeks prior to the survey cycles opening" If the Contractor is required to maintain the servers in our Data Center, will IES be providing hardware and software licenses required as GFE? A41. No. IES will not provide any hardware or software licenses. Q42. Page 8 under the Subtask 3.1 states Page 8 under the Task 3 Introduction paragraph states "The testing site on the contractor’s servers shall be made available at least 4 weeks prior to the survey cycles opening"? Also, what are security and auditing requirements for the contractors servers maintained in our Data Center, does it require FISMA compliance certification? A42. A development environment that already meets the FISMA requirements is available for use and is hosted within the current IES Data Center. Q43. Page 8 under the Subtask 3.1 states Page 8 under the Task 3 Introduction paragraph states "The testing site on the contractor’s servers shall be made available at least 4 weeks prior to the survey cycles opening"What types of connectivity will be provided for migration of code and data between IES and Contractor Data Centers e.g VPN, SFTP etc? A43. The developer will have access the IES hosting environment via a Windows terminal server where a drive mapping to the developers local drives can be made. Large data files also can be delivered as an external hard drive as needed. Q44. Subtask 4.3, page 11 indicates that the contractor is responsible for the provision of training through 30, one-day workshops per data collection cycle, but does not specify when or where these workshops are to occur. Do IPEDS trainers drive scheduling and site selection or is there a formula the contractor must follow? If so, please specify. A44. Scheduling and site selection is determined by the contractor. Scheduling of workshops will most likely be determined by requests received by the contractor from organizations in the higher education community interested in having a workshop for their membership, etc. Q45. Will the government provide initial training on their systems including the IPEDS data dissemination systems and tools as well as specific surveys to the contractor? A45. To the extent possible, training will be provided. Q46. Subtask 6.2 Data Collection Support of the PWS states "Based on the last three years, there has been as average of approximately 70,000 total inbound and outbound phone calls and approximately 9, 000 email exchanges per survey year". Do the specified volumes include total volumes received by the Helpdesk in support of subtask 6.2 Data Collection Support and subtask 6.3 Data dissemination / Tools SupportIf not, will the government please provide volumes for inbound / outbound calls and emails? Additionally, in order to appropriately forecast staffing needs, provide a further delineation of the volumes to include: breakdown of inbound vs outbound calls annually or daily, the average duration of inbound and outbound calls and typical incoming call distribution per day? A46. The hours cited are just for the Data Collection Support. The amount of calls break down this way – about 70% are for incoming call with an average time of 7:20 and 30% are outgoing calls with an average time of 2:40. The amount of calls we get on the Tools Support are minimal compared to this – probably less than 1000 calls in and out annually. Q47. Is a Help Desk Application Software currently being utilized by the Helpdesk under the current contractIf so, is it a COTS product or a custom developed applicationIf a COTS product, please specify the software. Will the new contractor be required to take over the current software application or develop a new one? A47. The current Help Desk Application Software is a custom developed application. A new contractor would not be required to take over the current software application. A new contractor would be free to decide whether the needs can best be met by using the current software application or developing a new application. Q48. Should travel expenses for Conferences (Task 9) be included in Task 9 or Task 10? A48. Please include travel expenses related to Task 9 under Task 10 (Travel and Logistics). Q49. The paragraph describing Task 9 on page 22 indicates that the purpose of conference attendance is to provider critical information to IPEDS data providers and gather feedback from them to assist with modification for future collection cycles. Please clarify that the sole purpose of conference attendance is to interface with data providers, as opposed to data providers AND data users (researchers, students). Q49. The primary purpose of conference attendance is to provide the necessary information and training to IPEDS data providers. Because the majority of IPEDS data providers are also IPEDS data users, it will be the case that there will be interface with data users as well, but the primary goal is to reach IPEDS data providers. Q50. Subtask 10.3 describes the contractors' responsibilities as being limited to payment of trainer travel expenses and per diem. Is this the extent of the contractor's responsibilities or are we (as in 10.1 and 10.2) responsible for coordinating with hosting institutions on location arrangements and provision of AV equipment and other supplies? A50. The contractor will also be responsible for site logistics for the workshops. Q51. Please confirm no travel and expenses are anticipated in Option B- Conduct of a National Data Institute A51. The inclusion of travel expenses in Option B is at the contractor’s discretion. Q52. Conflicting language on how many Past Performance Questionnaires need to be submitted. Page 55 states: "send a copy to each of your four references of the "Contractor Performance Information" form attached to this solicitation" Page 62 states: "the "Past Performance Information” form (Attachment D) should be used to solicit this information from three (3) references that will submit the information directly to the Government." How many past performance questionnaires need to be submitted with the proposal? A52. Submit 4 questionnaires in the Past Performance Report submitted with the proposal. And, Direct 3 persons/organizations to email reference forms to Natasha.Boyce@ed.gov. Q53. Regarding Option A: Please confirm that NCES would want Contractors to take over and integrate both the administration (i.e., data collection) of the Campus Safety and Security and Equity in Athletics surveys, and the reporting of data from these two surveys. A.53. Yes. NCES would want contractors to take over both the data collection and reporting for those two surveys. Q54. Regarding Option A: are the questionnaires for the Campus Safety and Security and Equity in Athletics surveys available online? A54. Regarding Option A: Are the key holders for the Equity in Athletics and Campus Safety and Security surveys the same as the key holders for the IPEDS data collection instruments? A55. Currently, the “keyholder” for each of the different surveys is not necessarily the same person at the institution. Q56. In response to Question 5 on the IPEDS RFP Clarification Questions, hours estimates are given for “base year”, “others”, and “all years”; would you confirm that these estimates are per option calendar year not per option period? A56. These estimates are per option calendar year not per option period. These estimates are provided as information only. The Government is not directing offerors to propose labor hours within these estimate guidelines. Q57. On Subtask 1.3: would you please provide a copy or link to a copy of an IT Management Report? A57. An example of IT Management Reporting was provided with the Draft PWS for RFI (entitled “Program_Assessment_Template_FY12” in November and is an available document on the FBO page. Q58. We request that the government provide the technical specifications of the infrastructure used to support the full SDLC of the data collection software. How many servers are currently utilized per environment? What are their specifications? A58. The current production hosting environment for survey collections consists of two load balanced Windows 2003 webservers, on dual Xeon 3.6Ghz processors with 8GB memory, and one SQL Server 2005 server with 4 x quad core Xeon 2.93GHz (16 total processing cores), with 36 GB of memory. These server specifications are subject to change as IES is in the process of migrating its hosting environment to cloud hosting. IPEDS is the Department's core postsecondary education data collection program. It is comprised of institutional-level data used to describe trends in postsecondary education at the institutional, state, and national levels, as well as to provide students and families with consumer information about colleges and universities. This data collection is designed to continue a series of cross-sectional data collections mandated by the Higher Education Act of 1965 (as amended). The method for the data collection shall be a web-based survey. Each collection shall culminate in a tabular report, documented data files, and release of data through online dissemination and analysis tools. The Department intends to award a 24-month base contract with three 24-month option periods. The total period of performance of the contract and option period is 60 months. Each option period corresponds with a complete survey cycle for a period of about 24 months, from initial preparation of survey screens and edits through adjudication of the final report and documentation. Each subsequent option period will overlap for a period of 12 months. This acquisition will be solicited using the procurement process prescribed in Federal Acquisition Regulation (FAR) Part 15. The contract type is anticipated to include both Firm-Fixed-Price and Cost Reimbursement Tasks. This sources sought is now being used to determine if sufficient intest and c apability existng a potential future solicitation. Information submitted in response to this notice may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an organization's capability. The National Center for Education Statistics, within ED's Institute of Education Sciences, anticipates the award of a five-year contract that includes four cycles of data collection and dissemination activities for the Integrated Postsecondary Education Data System (IPEDS) survey. The capability statement should describe the collective expertise of key personnel, in each of the following areas: The capability statement should describe the qualifications and experience of key personnel, as well as related corporate experience and capacity, in each of the following areas: • Experience and substantive knowledge of postsecondary education, research in the field, and federal data collections and analysis related to postsecondary education. • Experience in design and conduct of large-scale, complex, administrative data collections from approximately 7,500 postsecondary education institutions of all types, sizes, and degrees of sophistication with data systems, data entry, and submission. • Experience in building and managing a Help Desk/Call Center with the capacity to successfully handle approximately 70,000 total (inbound and outbound) calls per year and approximately 9,000 email exchanges to the satisfaction of the caller/requestor and the contracting agency, including building and maintaining software to record all contacts with institutions/entities for reporting compliance purposes. • Experience in implementing quality control procedures for large-scale, complex data collections, including statistical techniques such as perturbation and imputation. • Experience in the production of multiple technical publications per year (approximately 150-200 tables) adhering to NCES Statistical Standards, including experience with the IES publication review process required for release of a publication. • Experience in building and maintaining complex online data analysis tools that allow for multiple levels of analysis, including institutional level and aggregation by institution type, state, etc., as well as trend analysis and building custom data files for user download. • Experience in design, development, and delivery (including in-person and online delivery) of data collection and data use training for audiences ranging from the most novice data providers at under resourced institutions to the largest and most sophisticated universities and audiences of graduate students, faculty, and researchers in the postsecondary education community. • Experience in developing and executing an IT management plan, including cost and schedule management, quality management, and risk management. In addition, extensive IT investment reporting will be required. • Adequacy of time commitment and evidence of successful work in managing, designing, and conducting large-scale complex data collections. Teaming Arrangements: All teaming arrangements shall include the above-cited information and certifications for each entity on the proposed team. Teaming arrangements are encouraged.
