Description
Notice of Contract Action (NOCA) - Air Force Subscale Aerial Targets (AFSAT) - Peculiar Spares FY14 - The Air Force Life Cycle Management Center, Testing and Training Division, Aerial Targets Branch, Contracts Office, Eglin AFB FL is planning to award in FY 14 a sole source follow-on contract to Composite Engineering Inc. Spare components are needed to ensure availability of AFSATs to meet current and projected test and evaluation and training mission requirements. Schedule is critical for the procurement and delivery of spares, and any potential source must be able to deliver these items within the required timeframe to meet critical mission requirements. CEi is be able to meet the required time frames and is capable of providing all, not just a subset, of the spares items required (~250 unique items in total). Examples of spare components to be procured include, but are not limited to, the following: P/N NOUN NSN 1L315-1 CUTTER BAGLINE 1670-01-546-0074 H0428 NUTPLATE CLICKBOND 10-32 SELF-LOCK 5310-01-543-3039 H1143 SCREW SS SHCS 10-32X1.0-IN L 5305-01-541-9020 1F380-105 ASSY NOSE CONE 7-IN LUNE LENS 1560-01-539-8421 H0980 SCREW STL BHCS 10-32X.5-IN L 5305-01-541-9016 1J091-1 BOLT AFT ENGINE ATTACH 5306-01-540-5199 1L314-1 BAGLINE 1670-01-544-1253 1L313-1 BRIDLE 1670-01-545-9854 1G018-110 KIT,LRS SPINDLE ATTACHMNT 1720-01-598-5466 1L320-1 TAIL CONE BRIDLE 1670-01-546-0072 H1010 FILTER FUEL 25 MICRON 4730-01-539-8386 1L305-1 REEFING LINE DROGUE 1670-01-544-1255 1E420-3 ANTENNA VDOPS PATCH 5985-01-541-6983 1C401-8 O'RING RUEL FTR ENG 5331-01-544-0490 1N010-101 ASSY ENGINE NACELLE - FWD 1560-01-540-4154 1L307-101 CANOPY MAIN ASSEMBLY 1670-01-552-9519 1F300-101 ASSY TAIL CONE 1560-01-539-8340 The appropriate North American Industry Classification System (NAICS) code for this proposed acquisition is 336413 with a size standard of 1,000 employees. The government has determined that the only way to prevent any adverse impact to critical mission activities that could result from a break in the continuous availability of sub-scale aerial targets is to issue a follow-on contract to the incumbent vendor. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This NOCA neither constitutes a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does it restrict the government to any specific acquisition approach. This NOCA is for information and planning purposes only and is not to be construed as a commitment to a contract by the Government. Contracting POC is Mr. William P. Sahli at 207 West D Avenue, Suite 626, Building 349, Eglin AFB, FL 32542-6008 or at William.Sahli@eglin.af.mil. An Ombudsman has been appointed to hear concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting points of contact identified in the paragraph below at the end of this document. The Ombudsman is Col Deborah Cafarelli, AFLCMC/EN, located at 101 West D Avenue, Suite 116, Eglin AFB, FL 32542-5422. She may be contacted via email at Deborah.Cafarelli@eglin.af.mil or phone number (850) 882-5422. Responses for this effort shall be submitted to Mr. Darrell I. Coleman, Contract Specialist, (850) 883-3382, email: Darrell.Coleman@eglin.af.mil, or Mr. William P. Sahli, Contracting Officer, Phone (850) 883-3476, email: William.Sahli@eglin.af.mil no later than 15 May 2013.
