- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Airfields and Pavements Branch (APB) of the U.S. Army Engineer Research and Development Center (ERDC) has a requirement for pre-blended rapid-setting concrete mixes. Requirements: 336,000 lb of Rapid-Set Concrete Mix Packaged in 3,000lb super sacks BID SCHEDULE: Lin Item 0001 - Rapid-Set Concrete Mix Qty 112 Unit Price: _______ Total Amount_______ Delivery: (FOB Destination) Please include shipping in line item pricing and an estimated delivery period. U.S. Army Corps of Engineers Engineer Research and Development Center (ERDC) 3909 Halls Ferry Road Vicksburg, MS 39180-6199 Specifications: 1. The vendor must provide a commercially available, pre-blended rapid-setting concrete mix that contains all constituent materials necessary for onsite production of rapid-setting concrete. 2. The concrete mix must only require the addition of water to produce a usable material. No liquid admixtures will be accepted. 3. The rapid-setting concrete mix must be compatible with citric acid for increased working time. 4. The vendor must comply with the strict requirements for packaging materials. The same material must be readily packaged in 3,000-lb super sacks, 50-lb bags, and/or 5-gal buckets to meet research objectives. 5. The rapid-setting concrete mix, regardless of packaging, should be deliverable within 2 weeks of order. 6. The rapid-setting concrete mix must be compatible with mixing in large (standard transit trucks) and small mixers (vertical and horizontal) and by hand (drill and paddle). 7. The rapid-setting material must compatible to volumetric mixers but cannot rely on the use of local aggregates for extension. 8. The rapid-setting material must be capable of producing both small and large volumes (1/2 cubic foot to 8 cubic yards). 9. The material must be Air Force certified under ETL 08-02 and meet all material properties defined below: a. set time of 15 minutes for initial set b. unconfined compressive strength of 3,000 psi at 2 hours c. unconfined compressive strength of 10,000 psi at 28 days d. bond strength of 1,500 psi 10. The material must have performance history of being trafficked with military aircraft including cargo and fighter aircraft withstanding over 3,000 passes simulated or actual traffic. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-66. Award shall be made to the responsible offeror whose proposal is determined to be Lowest Price Technically Acceptable.
