Description
Contractor to provide real-time news monitoring of broadcast, television and radio media accordaning to the attached SOW. The U.S. Consumer Product Safety Commission (CPSC) intends to procure services for real-time news monitoring services of broadcast television and radio media. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 supplemented with additional information included in this notice. Quotes are being requested and a written solicitation will not be issued. It is the responsibility of interested parties to monitor FedBizOpps for any amendments to the quotation. This firm-fixed price type contract will be solicited as a Request for Quotation (RFQ) CPSC-13-Q-0021. The following provisions and clauses are enclosed in the solicitation attachment; 52.212-1, 52.212-3, 52.212-4, and 52.212-5. ALL QUOTES MUST BE VALID THROUGH SEPTEMBER 30, 2013. All Offerors will be evaluated utilizing Best Value Procedures. The date and time for submission of quotes shall be received no later than 3:00 PM, May 21, 2013. Quotes, technical proposal and any other documents to be submitted in response to this solicitation may emailed to rmurray-johnson@cspc.gov, by fax to the attention Rudi Murray Johnson at fax number 301-504-0628, or by mail US Consumer Product Safety Commission, 4330 East-West Highway, Room 523, Bethesda, Maryland 20814. Please reference the RFQ number on all documents. All responsible sources may submit an RFQ in response to this request. The Government anticipates that the requirement will fall under the NAICS code and the small business sized standard is 519130 and 500 respectively. Quoters are responsible for confirming receipt of submitted documents. Questions regarding this RFQ must be submitted via email to rmurray-johnson@cpsc.gov on or before May 10, 2013 before 12:00 pm. Questions will not be answered over the phone and questions submitted after this date will not be considered. All interested parties must be register and current in SAM ( www.sam.gov ) to be considered. The contractor shall provide real time monitoring services of broadcast, television and radio media coverage regarding the recall of announcements and safety campaigns to support the mission of the CPSC. The contractor shall allow unlimited full access by CPSC personnel to its monitoring platform so that CPSC's personnel can perform its own searches in real-time contents, gather TV, radio, video, audio clips and generate audience estimates based on the firm's data. The contractor shall perform daily media monitoring services using a minimum of fifteen (15) simultaneous keywords/searches strings. The contractor shall have access media outlet such as the National Broadcast Network and cable tlevions stations in English, the top DMA local broadcast news stations in English and at least ten (10) National and local Spanish-language television stations, including CNN, en Espanola, telemundo and Univision. If you are interested in submitting a proposal in response to this RFQ then please note that quotes must receive by the date and time specified in Block #8, of the SF1449. All interested quoters shall submit the attached RFQ as follows. 1. Cover Sheet - Please complete Block 17a with your full company name, address and telephone number. The name of the individual authorized to commit the company must be completed in blocks 30a, 30b, and 30c of the Standard Form 1449. 2. Complete the Offerors Representation and Certifications found on pages 24 through 32. 3. Currently System for Award Management (SAM) www.sam.gov registration is mandatory for all companies responding to this RFQ. In addition to inserting the company name and address in Block 17a of the SF 1449, please include your Tax Identification number. 4. Please complete firm fixed pricing for the supplies/services listed on pages 2-3. 5. Please see page19, "Additional Information to Quoters," which lists the documents that must be submitted with your proposal and comply with these requirements. These include your technical and past performance information. Failure to submit paperwork that supports the technical evaluation process may render your proposal ineligible for consideration. 6. Questions applicable to this request for quotation must be received no later than May 10, 2013, at 12:00 pm.
