April 30, 2013 Fiscal Year 2013 U.S. Department of Energy Office of Headquarters Procurement Services 1000 Independence Avenue, S.W. Washington, D.C. 20585-1615 Contracting Officer: John Harris, MA-64 Subject: Data Modeling Contractor: Oxford Economics USA Solicitation Number: DE-SOL-0005556 Contract Award Number: DE-EI0001822 Set-Aside: No Notice of Intent Open: April 30, 2013 Close: May 20, 2013 The U.S. Department of Energy, U.S. Energy Information Administration, (EIA), Office of the Assistant Administrator for Energy Analysis, (OEA), plans to contract with Oxford Economics USA, Inc. The Government intends to award a sole source, firm-fixed-price contract to Oxford Economics USA, Inc.. The period of performance for this award will be from June 1, 2013 through May 31, 2018. The principle place of performance will be at the contractor?s facilities. Description: EIA requires access to economic and global models, plus the option to procure additional data/analysis/modeling support. Forecasts shall be provided for 21 developed countries, 25 emerging markets, and 6 regional blocs. Industrial projections shall be provided for approximately 100 sectors across 67 countries. The contractor shall provide thirty-year forecasts each month, and all software needed to run the models shall be included and updated as necessary. The data, analysis, and modeling support acquired will provide projections for use in EIA energy models that underlie international projections in the EIA?s publication, International Energy Outlook (IEO). Oxford Economics is the only source of international economic and industrial models available to project industrial gross output by sector and country at the level of detail needed by the energy demand models used in the IEO. No other suppliers will satisfy agency requirements. In accordance with the Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit capability statement and rationale by May 15, 2013 at 9:00am EST via e-mail to Marceline Miller at: marceline.miller@eia.gov. The written response must include a general statement for services mentioned in this announcement and past performance client information for similar work. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
